    Job Description

    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

    Provides professional analytical, administrative, and management systems support to the Houston Public Works (HPW) Chief of Staff Office and senior leadership in monitoring organizational priorities. The position supports a range of high-priority initiatives and operational projects across the Director and Chief of Staff’s office. This includes analysis of operational data and decision-support reporting through the development and maintenance of datasets, contribution to Power BI dashboards, and preparation of reports to identify trends, track progress, and inform leadership decisions.
    Responsibilities include coordinating with Houston Public Works divisions to collect and validate information, maintaining structured tracking of priority processes and initiatives, and developing datasets, dashboards, and reports to support leadership visibility and decision-making.

    The role emphasizes translating data into actionable insights, tracking progress against key priorities, and identifying risks, bottlenecks, and opportunities for improvement.

    The Staff Analyst also supports cross-functional projects, event coordination, and external partnership activities, contributes to process improvements and reporting standardization, and enhances workflow efficiency. This position works collaboratively with city departments to support aligned initiatives while maintaining a primary focus on operational tracking, reporting, and project execution for the Chief of Staff and Director’s offices.

    RESPONSIBILITIES:
    • Operational tracking and coordination: Maintains structured tracking of active initiatives and priority processes, including status, key milestones, and required actions; monitors timelines and follows up with service lines and stakeholders to ensure timely progress; provides regular status updates to the Director’s Office.
    • Data collection and analysis: Coordinates with service lines to gather, validate, and analyze operational data; identifies trends, risks, and performance gaps; prepares clear, actionable reports to support leadership decision-making and track progress against priorities.
    • Data QA/QC and dataset management: Performs quality assurance on datasets, including reconciliation of source data, validation of metric definitions, and documentation of assumptions and business rules to ensure accuracy and consistency.
    • Dashboard development and reporting: Develops, updates, and maintains dashboards and standardized reports that provide visibility into key initiatives, operational metrics, and performance trends; uses reporting tools to highlight bottlenecks and support executive-level decision-making.
    • Process documentation and improvement: Develops and maintains SOPs, trackers, templates, and reporting tools; identifies opportunities to improve data collection, reporting workflows, and coordination across teams.
    • Project and initiative support: Supports and may independently execute high-priority projects, including research, benchmarking, analysis, reporting, and coordination across divisions; contributes to workflow improvements and implementation of strategic initiatives.
    • Stakeholder and event coordination: Coordinates with internal service lines and external partners to support meetings, events, and collaborative initiatives; assists with logistics, tracking deliverables, and follow-up activities.
    • Confidential information: Handles sensitive and confidential information related to organizational priorities with discretion and appropriate controls.
    • Cross-departmental collaboration: Works with other city departments to support aligned initiatives, data coordination, and reporting needs.
    • Analytical and project support: Prepares summaries, briefings, and status reports for leadership; maintains organized documentation for projects and initiatives.
    • Analysis and recommendations: Investigates operational issues, evaluates current processes, and develops recommendations to improve performance, efficiency, and coordination.
    • Performs other duties and special projects as assigned.

    WORKING CONDITIONS
    The position is physically comfortable; the individual has some discretion about walking, standing, etc.

    This is a Department of Houston Public Works position at the Tier III Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a bachelor’s degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
    EXPERIENCE REQUIREMENTS

    Three (3) years of professional administrative, financial, or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    PREFERENCES

    Preference will be given to applicants with experience in the following:
      • Demonstrated experience developing, report publishing, and maintaining Power BI dashboards.
      • Experience performing QA/QC on datasets, including reconciliation, anomaly detection and validation checks.
      • Strong proficiency with Microsoft Excel (pivot tables, Power Pivot, Power Query, formulas, data validation).
      • Experience contributing to KPI definitions, data dictionaries, standardized templates, and/or SOPs to support consistent reporting and continuous improvement.
      • Experience coordinating projects across multiple stakeholders and supporting external partnerships (universities, community colleges, trade schools, workforce organizations).
      • Preference will be given to applicants with experience in data analytics/reporting, Power BI dashboard development, and performance measurement.
