The City of Richmond is a local municipality and the state capital of the Commonwealth of Virginia. With a diverse population of 199,991, Richmond is located south of Washington, D.C. The City is proud of its tradition as a cultural, business and educational center, and its quality of life. Richmond is a full service city providing an array of traditional municipal services including public safety, community development, parks and recreation and public works, as well as public utilities and comprehensive social services. The City government is organized under a Strong Mayor-Council form of government where the Mayor heads the Executive branch of Richmond City government and the City Council leads the legislative side of the aisle. Richmond, Virginia is divided into nine council districts. Citizens in each of the nine districts elect one Council representative to serve a two year term. The Mayor appoints a Chief Administrative Officer (Byron C. Marshall) who oversees the day-to-day operations of the City. Under the leadership of Mayor Dwight C. Jones, the City continues to grow stronger fiscally and more economically diverse with a positive economic outlook for the future.
