NATURE OF WORK: Performs technical skill level duties, which include, but are not limited to signal inspections, plans review, field locates, administrative duties for Traffic Signal Maintenance section. This position is in constant contact with contractors, consultants and engineering personnel. This includes all new installations, changes or upgrades to City of Orlando signal equipment. These installations include Orlando's Computerized Signal System, fiber optic and hard wire network throughout the City and outlying areas. Administrative duties include correspondence to all parties involved in the construction projects, tracking and recording all prints, proposals, faxes, etc. This position must critique blue prints to resolve any conflict or potential problems that could occur prior to construction. Minimum Requirements High school graduate plus two (2) years experience in traffic control equipment installation required ; or an equivalent combination of education, training, and experience. Florida driver license required; Class B Commercial Driver License preferred, or must obtain within one (1) year of hire. Proficiency with personal computers and Microsoft Office software (Word, Excel) preferred. International Municipal Signal Association (IMSA) Level I Traffic Signal Technician certification preferred, or must be obtained within six (6) months of hire. Description Conducts and supervises inspections of roadways, bridges and new development projects for compliance with County standards, provides guidance and makes recommendations. Provides representation for the County at the individual job sites. Conducts tests and analyses of construction materials. Prepares reports and conducts meetings with the public and property owners. Ensures subordinate compliance with all applicable policies, procedures, laws and regulations, and standards of quality and safety. Examples of Duties Conducts and supervises field inspections of roadways, bridges and new development projects for compliance with County standards/codes, FDOT Specifications, Florida Stormwater, Erosion and Sedimentation Control Manual. These guidelines require judgment, selection and interpretation in their application. Plans, schedules and supervises inspections of new development, both residential and commercial. Assigns territories of construction inspectors. Evaluates employee performance and prepares performance appraisals for direct reports, as required. Creates, implements, and maintains a training program for newly hired staff. Ensures continuing education deadlines for all construction inspection staff is completed in a timely manner for certification/licensure renewals. Coordinates and creates training activities for construction inspectors. Monitors the performance of the construction inspection division activities on a continuing basis, taking appropriate steps to improve efficiency and consistency, as needed. This internship will involve office work and some field visits. Selected individuals must be on-site at the City of Sunnyvale (City Hall). Hours: Engineering Division: Hours are flexible; a minimum of 16 hours per week is highly desired with a maximum of 25 hours per week year-long. The selected candidate for this position will work under the supervision of a higher level supervisor on weekdays between the hours of 8:00 a.m. and 5:00 p.m. Transportation & Traffic Division: Eight hours a day, five days a week over the summer months. The selected candidate for this position will work under the supervision of a higher level supervisor on weekdays between the hours of 8:00 a.m. and 5:00 p.m. Essential Job Functions (May include, but are not limited to, the following): Conduct record research and field investigations related to development projects. Compute appropriate fee calculations and review of project cost estimates. Create exhibits and details using GIS and/or AutoCAD. Review and process minor encroachment permits. Provide information regarding existing infrastructure to the general public at the counter, over the telephone, and by computer. Assist in field inspections with Public Works Construction Inspector. Assist Engineering staff with other duties as desired, including some administrative tasks as needed. Public interaction, with regards to “public service” policies. Candidate is expected to conduct him/herself in a highly professional manner at all times while representing the City. Other responsibilities if selected for the Transportation and Traffic Division, may include: Collect traffic data and conduct field observations. Perform transportation analyses and studies. Assist City staff in preparation and review of signing/striping plans, traffic signal and construction plans, and Temporary Traffic Control Plans. WORKING CONDITIONS Position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine motor coordination when using a computer keyboard. Near vision is required when reading plans, written reports and other documents, and far vision is required when performing field work. The need to lift, carry and push tools, equipment and supplies weighing up to 25 pounds is also required. The job duties may expose the employee to the outdoors, which may include exposure to fumes, dust, allergens, and air contaminants. Minimum Qualifications College Sophomore, Junior, Senior or Graduate Student having completed at least one course in Civil Engineering. Positive work attitude, reliable and responsible. Good communication and writing skills Proficient computer skills with basic knowledge of MS Word, Excel, Access, Project and AutoCAD. GIS experience is a plus. Good organizational skills, detail-oriented and good record keeper. Interest in Civil Engineering and willingness to learn. Willingness to travel to various sites within the City utilizing City of Sunnyvale Vehicle. License/Certificates: Possession and continued maintenance of a valid California class C driver's license and a safe driving record.
