The Position Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs. Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. The incumbent will implement components of the Stormwater program including the monitoring program, assessing impacts of stormwater runoff on impaired waters, prioritizing watersheds and projects based on potential impact of the roadway on water quality, identifying if runoff contains pollutants that contribute to the pollution of impaired waters, the Low Impact Development program, and the Research program; preparing program documents and technical reports; performing hydrologic and water quality computer modeling; assessing the condition and effectiveness of temporary and permanent Best Management Practices (BMP's) and water quality treatment devices; analyzing data and trends; coordinating stormwater projects and programs with other divisions, staff, local, State, and federal agencies, and consultants to ensure requirements, project goals, and schedules are met; reviewing reports, plans, and specifications; provide technical assistance on Stormwater issues during the construction and maintenance phases of projects; performing field reviews, inspections, and data collection; and assisting with preparation of NDOT's annual reports.
