The Position

Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.

Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action; OR incumbents serve as the technical scientific expert for a bureau within the Department of Conservation and Natural Resources.

This position oversees the scientific and engineering aspects of all grant and loan projects within the Office of Financial Assistance (OFA) in the Bureau of Administrative Services, including supervision of an Environmental Scientist 3 and a Professional Engineer. This includes interagency coordination, regulatory revisions, public education and outreach, ensuring program compliance with federal and state regulations, and all reporting requirements. This position also serves as the state capacity development coordinator, ensuring that the technical assistance provided to water and wastewater systems is well coordinated and managed for effective utilization of multiple funding sources. This position also serves as the State Historic Preservation Office Liaison to ensure programmatic requirements are met on all federally funded projects related to historic preservation. This will involve coordination with tribal governments, federal agencies, and relevant state agencies to ensure that OFA federal funding conditions are maintained. This position requires frequent interaction with the public; state, local, and federal stakeholders; and existing and potential grant and loan recipients. To Qualify:

In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and four years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and six years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist III in Nevada State service; OR an equivalent combination of education and experience as described above. Additional Position Criteria Experience and/or education with the National Environmental Policy Act (NEPA). Project management experience. Working knowledge of permits. Experience with researching and/or enforcing statutes and regulations. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
