Position Description Inspect and monitor all excavations and repairs to both the City's Right of Way and on private property, including sewer, water main and utility connections to ensure compliance to City codes, ordinances, policies and procedures. Work Location: This position currently works on-site only. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities • Ensure that all excavations from the curb to the building are secured to keep the public out of the job site. • Ensure that registered, licensed, bonded and insured contractors with the proper permit perform all work done in the Right of Way and on private property. • Inspect job sites to ensure that they are properly cleaned up and that all excavations have a temporary repair patch until permanent restoration is completed. • Measure size and record the location of excavations to issue work orders for permanent repairs. Coordinate the preparation of cuts for restoration with the Paving Test Lab and issue work orders to Street Maintenance for permanent repair. • Monitor work done by contractors on a daily basis taking any necessary steps to minimize the impact of disruption on the public. Calculate disruption fees on work that extends beyond the permitted dates and enforce permit compliance. • Meet with Engineers, Architects and Consultants for plan review, alteration, record research, recommendation of materials and procedures and to estimate costs of permits and Right of Way restoration. • Provide property owners and citizen's information regarding work done on their property or Right of Way and assist with problems arising between contractors and property owners. • Maintain clear and accurate records of Right of Way inspections to include all permit information and written explanations of work, drawings, paving restoration orders, etc. • Record repairs and new water and sewer installations in the permit books and update to reflect changes in conditions and location, including cutoff and extension information. • Record and update other utility permits to reflect completion of work done according to plans previously submitted, including field changes that are approved and documented. • Reconcile inspection fees and paving deposits taken when the permit was issued to reflect the actual final costs. • Research records to provide accurate information to architects, engineers and contractors. • Visually inspect water and sewer cutoffs for code compliance prior to issuance of a building demolition permit. • Inspect and monitor storm drains to avoid damage caused by heavy rainfall due to storm collection system failure. Working Conditions: Combination of office and field. Field work may include exposure to outdoor elements, all types of weather conditions, gases, fumes, chemicals and noise, high traffic areas; exposure to other types of conditions generally found in a construction environment; ability to stand/walk on rough, uneven surfaces; ability to work in confined space areas. Facility Services : Inspects conditional and operational functions and performs routine maintenance and repair tasks in one or more fields including carpentry, electrical, plumbing, and HVAC for facility improvements and systems for the Parks & Facilities division. Performs qualified electrical maintenance to include but not be limited to replacement or repair of fixtures (including incandescent and fluorescent bulbs and tubes, ballasts, fuses, etc.) using appropriate hand, power, and specialty tools. Performs qualified plumbing maintenance repairs. Performs qualified painting, carpentry, and masonry work. Maintains the City's keying and lock systems. Reconfigures, installs, positions, and remounts modular offices to accommodate user needs and to maximize work space using various hand, power, and specialty tools, dollies and hand trucks. Orders parts and maintains required documents. Trains and provides oversight for assigned personnel in standard repair, maintenance, and safety procedures. Performs related work as required. Plumbing Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains water supply lines, sewer lines, air vents, valves, faucets, plumbing hardware, and fixtures used by the City in compliance with current building and plumbing codes; perform skilled arc, wire feed, and gas welding as required to construct, maintain, and repair City equipment and facilities; installs and maintains City pool-related pumps, circulation lines, and valves, and chemical feed systems, including gaseous chlorine, caustic soda, and sodium bicarbonate as needed to insure public safety and use of the City pool system; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned plumbing tasks of various degrees of difficulties in location and construction type. Electrical Skills - Works from pencil sketches, oral instruction, and blueprints; installs and maintains facilities improvements and equipment used by the City in compliance with current building and electrical codes; determines work aids and equipment needed; maintains thorough knowledge of the operation and use of related equipment and tools typically required to accomplish assigned electrical tasks of various degrees of difficulties in location and construction type. Employment Standards A General Craftsworker must meet the following minimum qualifications : possess a high school diploma or G.E.D. and at least two (2) to five (5) years of experience performing maintenance work, repairs, equipment operation, motor vehicle operation, or an equivalent combination of education and experience; possess and maintain a valid, unrestricted Washington State Driver's License; possess or obtain the following within six (6) months: first aid/CPR and any other appropriate certifications as required by law, ordinance, or department requirements; possess or obtain a commercial driver's license (CDL) within twelve (12) months of employment based division standards (see below). A General Craftsworker must also demonstrate the following knowledge, skills, and abilities: proficiency in construction, facility maintenance, and grounds maintenance; proficiency using maps and plans; proficiency in safely using required tools and operating required equipment; ability to work independently, identifying problems and exercising considerable initiative in making needed repairs; ability to establish and maintain good working relationships with the general public and fellow employees; ability to lead and supervise personnel in lower classifications. Additional Requirements per Division : Irrigation: Commercial Driver's License, CDL Class B, Back-Flow Assembly Tester, and Washington State Pesticide License (PCL), Public Operator, with one of the following endorsements: Pest Control Operator (PCO) and either Turf & Ornamental (OW) or Turf & Ornamental Insect & Disease (OC); (all certifications must be obtained within 12 months of hire). Facilities Services: Journeyman card in a related field OR at least four (4) years of verified journeyman-level experience OR completion of a City vocational training program. Commercial Driver's License, CDL Class B, Certified Playground Safety Inspector (CPSI) certification; Aquatic Facility Operator (AFO) certification; (all certifications must be obtained within 12 months of hire).
