Position Description The City of Minneapolis Health Department is seeking a person to develop and implement innovative career and capacity building programs. Ideal candidate has experience in project management, as well as relationship building and collaboration. The Career Pathways and PHCI Coordinator will work within the Health Department to assist in the development and management of the new Public Health Career Pathways and Public Health Community Institute programs. They will network and build relationships with community programs and members, universities, and schools to promote the programs, recruit participants and collaborate with department staff to develop opportunities and partnerships. This person will provide policy development and implementation, planning, project management and evaluation for major health initiatives; secure grants and other funding, and manage contracts and budgets to ensure that identified health issues are addressed. This position is grant funded till the end of 2027. Job Duties and Responsibilities Develop, implement and manage the Public Health Infrastructure grant outcomes through acquired relationships, contracted services and budget management. Monitor performance of contractors, including site visits to ensure compliance with statistical, programmatic and financial reporting requirements. Develop and collaborate with staff and internal working groups to facilitate training, professional development, and internship opportunities for internal staff and external partners. Research and analyze health care issues referred for study by department staff, City elected officials, and external sources. Collect and analyze information to identify current and future public health care concerns for specific populations. Based on assessment data and department goals, develop, coordinate, and manage critical community based initiatives. Prepare written and statistical reports describing current and future trends and the implication of those trends. Represent the department in communities by providing technical and advisory support to facilitate health planning at the community level, and with identified groups and organizations. Monitor and analyze State and Federal legislative activity and prepare reports regarding impact on the City. Act as advocate for the City by driving policy initiatives in the appropriate forums and in relationships with other departments, agencies, and programs, both internal and external. Work with the City Attorneys' Office, Intergovernmental Relations, State Health Department, and other local and community based health delivery organizations to initiate and respond to legislative issues. Assist in drafting proposed legislation on issues identified as important by Department management. Negotiate, write, and manage contract services and budgets. Monitor performance, including site visits to contractors, to ensure compliance with statistical, programmatic and financial reporting requirements. Provide technical assistance and training as needed. Identify and secure grants and other funding for department use, and take a lead role in the preparation of grant proposals for specific health initiatives. Staff department community advisory committees as assigned, including the City's Public Health Committee. Duties include: coordinating recruitment of members; making meeting arrangements, setting agendas, and arranging for guest speakers; follow-up on assignments from the committee to the department; coordinate internal and external committee communications. Assist in developing and overseeing the process for requests for proposals relevant to area of expertise, including reviewing and analyzing vendor proposals and making recommendations for funding. Serve on variety on boards and community coalitions, communicating current initiative activities and advocating for funds, and responses to community health issues. Prepare reports and presentations regarding program activities for grantors, management, elected officials, etc., including annual reports to the State and other organizations. Participate in Public Health Emergency Preparedness planning, training, and response as needed and assigned. Working Conditions: Combination of office and field Required Qualifications Minimum Qualifications: Bachelor's Degree in Public Health Administration, Psychology, Sociology, Biology, Social and Behavioral Health, Community Health, Environmental Health, Health Public Policy, Maternal and Child Health, Health Equity, Health Sciences, Social Work or equivalent. Minimum Experience: Three years of relevant experience, which includes organizational, management and strategic planning. Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Licenses/Certificates: Valid Driver's License. DEFINITION Under general supervision, receives 911 system emergency and non-emergency calls; dispatches assignments according to police and fire procedures; provides support services and maintains records; and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS The Public Safety Dispatcher provides technical communications support and computer information processing for police and fire activities as well as animal control and public services functions. In addition to call taking and dispatching, incumbents perform varied record keeping, information retrieval, and similar work in support of public safety activities. Incumbents are expected to exercise independent judgment in the performance of their duties with minimum supervision. SUPERVISION RECEIVED General supervision is provided by the dispatch supervisor with direction provided by other supervisory or management staff. SUPERVISION EXERCISED As experience is gained, incumbents in this classification may provide direction and training to other Public Safety Dispatchers. The Position The Bureau of Environmental Services (BES) is seeking a Wastewater Operator II to join our dynamic team of highly qualified people to perform journey-level work in the operation and routine maintenance of a large, activated sludge, wastewater treatment plant. The Wastewater Operator II maintains established water quality standards through the effective operation of all equipment involved in the treatment process including operating, monitoring and controlling a vast network of pumps, conveyers, air and chemical systems; makes operational decisions including pumping rates and dosage adjustments, while working in one of six work units, which provide 24-hour coverage, 7-days per week. The Wastewater Operator II maintains accurate records, performs standard laboratory tests and identifies equipment failures and maintenance needs. What you will get to do: Ensures proper operation and control of assigned process area; operates equipment of the wastewater treatment plant such as pumps, bar screens, clarifiers, boilers, digester's, sludge pumps, blowers, aerators, disinfection systems, control panels, sludge thickening and sludge de-watering equipment; monitors equipment controls and takes corrective action to ensure effective equipment operation. Operates, monitors and controls a vast network of pumps, bar screens, conveyers, grit, air and chemical systems. The Position The Bureau of Environmental Services (BES) is seeking a Wastewater Operator II to join our dynamic team of highly qualified people to perform journey-level work in the operation and routine maintenance of a large, activated sludge, wastewater treatment plant. The Wastewater Operator II maintains established water quality standards through the effective operation of all equipment involved in the treatment process including operating, monitoring and controlling a vast network of pumps, conveyers, air and chemical systems; makes operational decisions including pumping rates and dosage adjustments, while working in one of six work units, which provide 24-hour coverage, 7-days per week. The Wastewater Operator II maintains accurate records, performs standard laboratory tests and identifies equipment failures and maintenance needs. What you will get to do: Ensures proper operation and control of assigned process area; operates equipment of the wastewater treatment plant such as pumps, bar screens, clarifiers, boilers, digester's, sludge pumps, blowers, aerators, disinfection systems, control panels, sludge thickening and sludge de-watering equipment; monitors equipment controls and takes corrective action to ensure effective equipment operation. Operates, monitors and controls a vast network of pumps, bar screens, conveyers, grit, air and chemical systems. Makes operational decisions including pumping rates and dosage adjustments, and whether to bring equipment on-line or take it off-line. Trouble shoots equipment failures and identifies maintenance needs. Coordinates maintenance and repairs with other work groups. Operates, monitors and controls primary and secondary digesters, classifiers and transfer pumps, including gas boilers. Operates and monitors plant processes using a SCADA network, which includes remote monitoring and communication, as well as communications with and between the Tryon Creek Wastewater Treatment Plant, the City of Portland's collection system, headworks, secondary and influent flows, peak-flow gates, hypochlorite facility, sewage pumps, aeration basins, and aeration blowers; and provides constant monitoring of disinfection dosing and oxygen levels. Operates, monitors, controls and adjusts dewatering and thickening equipment; performs lab tests on biosolids and makes adjustments for efficient output and chemical polymer use; keeps and maintains accurate records of process and lab results to ensure sample protocol and regulatory requirements. Operates, monitors, controls, and determines flow rates and process strategies; performs mixed liquor and total suspended solids content tests and monitors temperatures and aeration needs of the system. Operates, monitors, controls, and adjusts digester feed pump station, diesel dredges and an internal recycle pump station; oversees lagoon system including ground and dredge maintenance. Responds to and handles emergency situations; provides essential services for treatment plant weather related or other emergencies. Communicates effectively Performs related duties as assigned.
