Position Information

The Sonoma County Regional Parks Department seeks an experienced, professional Park Acquisition Specialist.

Starting salary up to $63.89/hour* depending upon experience.

Reg ional Park s' Planning Division has an exciting opportunity focused on bringing new parks to the County. As the Park Acquisition Specialist, you will lead, collaborate, plan, and oversee the work of Regional Parks staff involved in the acquisition and/or appraisal of property; direct the preparation of appraisal reports, detailing the valuation of land and improvements to be acquired; negotiate with property owners for the acquisition or leasing of real property; and direct the gathering and analysis of data relating to property ownership, costs, site surveys, and related matters.

The ideal candidate will possess:

  • Significant experience in Park-related acquisitions and appraisal of property
  • Excellent time management skills, with the proficiency to continuously manage multiple projects and competing demands
  • Strong written and verbal communication skills, including the capability to engage and interact with a variety of audiences
  • A Real Estate License or Real Estate Appraiser's License
EXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Intermittent, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most regular employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.

This recruitment is being conducted to fill an intermittent, extra-helpPark Acquisition Specialist position in the Regional Parks Department. This employment list may also be used to fill future extra-help positions as they occur during the active status of this list. The Civil Service title for this position is Supervising Right of Way Agent.

*Salary is negotiable within the established range.

Minimum Qualifications

Education: Any combination of educational course work or training including on-the-job training which would provide the opportunity to acquire and demonstrate the knowledge and ability stated herein.

Experience: Any combination of paid work experience which would provide the opportunity to use the knowledge and abilities stated herein. Normally, two years of journey level technical experience and some experience leading a group of employees engaged in right of way work will provide such an opportunity.

License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Thorough knowledge of: laws, regulations, and procedures pertaining to the acquisition, disposal and leasing of public lands and the acquisition and termination of easements and access rights.

Considerable knowledge of: current principles and practices of property appraisal, negotiation, acquisition, leasing and disposition; and of appraisal and engineering practices and terminology used in land survey and property acquisition work.

Knowledge of: principles and techniques of management, including program planning, implementation and administration; budgetary practices and controls; training and supervision of subordinates; and of modern theories and methods of supervision and management which relate to the evaluating and coaching of subordinate staff.

Ability to: establish and maintain effective working relationships with peers, supervisors, subordinates, members of public, other County departments and persons who have an interest in the Right of Way Program; plan, train, and supervise a staff of employees; conduct successful negotiations; analyze situations and to select appropriate courses of action; read and interpret maps, plans, blueprints and real property descriptions; and to speak and write effectively and to prepare clear and concise reports.
