The City of Riverside is accepting applications for the position of Associate Engineer to fill one (1) vacancy in the City Engineering Services Division of the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

The ideal candidate will provide engineering services for the design of storm drain improvement projects including Flood Control, Drainage, Street and Grading improvements. Additionally, the selected individual will work on preparation of plans, specifications, and cost estimates for advertising projects to solicit bids from qualified construction contractors. This individual will also prepare proposal request for contract & consulting services, hydrology & hydraulic reports, studies and will perform field work as necessary. The City of Riverside Public Works Department is responsible for managing approximately 188 miles of storm drain pipe, 14 miles of open channel, 5 miles of culverts, 2350 manholes, 5000 catch basins and 9 pump stations.

The Associate Engineer performs professional and highly skilled municipal engineering work in the design, investigation, evaluation, and construction of public works improvement projects.

Work Performed
Duties may include, but are not limited to, the following:
  • Perform studies of technical, environmental, and economic feasibility, engineering field studies, and related studies pertaining to proposed and existing municipal facilities; use experience and engineering related skills to make recommendations based on strong research, investigation, and data gathering.
  • Prepare, draft, and review contracts and specifications for engineering and construction services.
  • Plan and perform daily work and may determine and delegate work to others; complete special projects requiring engineering and technical ability as assigned.
  • Provide background information and documentation for management consideration on various projects; communicate and work closely with upper management to determine status on work, monitor general quality, and ensure all engineering activities are professionally performed.
  • Make sound decisions on minor problems related to the work being performed based on established guidelines and principles and supervisor guidance; identify issues, determine discrepancies, and ensure professional resolution.
  • Complete special projects requiring advanced engineering and technical ability.
  • Develop and update written directives for the department and for use by other employees to include engineering guidelines, standard material lists, standard specifications, and other technical and administrative policies and procedures as applicable.
  • Research activities pertaining to public works materials and engineering practices; prepare economic environmental and technical engineering analyses and project justification reports.
  • Develop major engineering projects and other engineering projects with unique problems which have an important effect on major public works projects.
  • Provide background information and documentation for management consideration on major projects and technical matters involving advanced engineering theories, concepts, and principles.
  • Perform other duties as assigned.

Qualifications
Education and Experience:
Education: A Bachelor's degree from an accredited college or university with major course work in civil or mechanical engineering or a closely related field.

Experience: Three (3) years of experience as a professional engineer.
Licenses and Certifications:
Possession of, or ability to obtain an appropriate, valid Class "C" California Motor Vehicle Operator's License.

A State of California Professional Engineer or EIT License is highly desirable.
Highly Desirable Qualifications:
  • Bachelor's degree in civil engineering from an Accredited ABET college or university
  • Minimum two (2) years' e xperience of civil design and drafting using the latest version of AutoCAD
  • Minimum two (2) years' e xperience with Storm Drain/Street design and drafting using the latest version of Civil 3D
  • Minimum two (2) years' design experience with following software programs:
    • Water Surface and Pressure Gradient for Windows ( WSPGW) - Hydraulic Software
    • FLOWMASTER - Hydraulic Software
  • Proficient in Microsoft Office Suite - Word, Excel, and PowerPoint
  • Knowledge of storm drain and other utility industry standard practices
  • Ability to take conceptual planning level designs to bid-ready construction plans and specifications
Physical Demands and Working Conditions: Work is done in a standard office environment and in the field with exposure to construction materials, hazards, chemicals, and other adverse conditions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
