About Atlanta Department of Labor and Employment Services

ADOLES was created in January 2023 under Mayor Dickens’ administration with a vision to develop a robust workforce that will meet the needs of Atlanta’s expanding city and allow residents a pathway to move up the economic ladder. The department supports Labor and Innovation, Adult, Dislocated Worker, and Youth Employment Services. The Department partners with federal, state, and local governments, colleges, schools, and community and faith-based organizations to deliver comprehensive workforce development services. The department currently administers a portfolio of programs including federal programs such as the Workforce Innovation and Opportunity Act and the American Rescue Plan Act. As a part of the Adminisrative Services unit, the Accountant is responsible for carrying out assignments necessary to maintain fiduciary responsibilities for federal, state, and local funding streams. Under the direction of accounting management staff, the Account will perform duties related to financial analysis and reporting, payments and invoicing, reconciliations and expenditures, and budgeting. Services may include troubleshooting and resolving issues and collaborating with other departments within the City, such as Finance, Procurement, and Human Resources.

MAJOR DUTIES AND RESPONSIBILITIES

Performs financial analyses and reporting in accordance with GAAP for the department

Accounts for multiple funding streams, including annual contracts under the Workforce Innovation and Opportunity Act

Reconciles project accounts

Checks and verifies accounts receivable/accounts payable records

Maintains ledger and general journal entries

Creates and maintains purchase orders and invoices

Resolves issues related to invoicing and payments

Maintains procedures and records related to personnel (e.g. time and effort)

Knowledge, Skills, And Abilities

Basic knowledge of GAAP

Knowledge of workforce development and WIOA regulations

Knowledge of Local & State workforce regulations and policies

Knowledge of federal grant regulations.

Knowledge of principles and practices of governmental accounting

Principles and practices of governmental budgeting

Solid Understanding of financial and accounting practices, policies, and procedures

Ability to process numbers quickly and accurately

Ability to spot inconsistencies and resolve them

Ability to compile and explain complex financial reports

Solid use of Microsoft Office, accounting software, and databases

Good planning, organizational, and communication skills

Ability to handle escalated issues and resolve financial matters of dispute

Ability to produce detail oriented and organized work products

Aptitude to deal with confidential matters tactfully and with good judgement

QUALIFICATIONS AND EDUCATION REQUIREMENTS

Bachelor's degree in a relevant field (Equivalent professional experience may be considered)
