Job Description

Summary

This is a seasonal position within the Streets/Collections Division of Public Works. This position participates in the operation and maintenance of wastewater, storm water drainage, roadways, sidewalks, signage, and associated facilities. The laborer performs work in accordance with the goals, policies, and objectives of the Public Works Department. Work is often performed under adverse, strenuous, and unpleasant conditions. This position is supervised by the Foreman, Assistant Supervisor, and Operations Manager.

Essential Functions

Essential functions may include any of the following representative duties, knowledge, and skills. This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed by incumbents of this class. Essential duties and responsibilities may include, but are not limited to, the following:
Routine repair, cleaning, and maintenance of city infrastructure including the wastewater, storm water drainage systems, roadways, sidewalks, signage, ROW, and associated facilities. Assists in roadway maintenance including street sweeping, crack sealing, asphalt paving, cold patching and grading alleys.Assists in the installation and maintenance of raised pavement markings, thermoplastic markings and lane striping.Repairs and installs guardrails, roadway signage, and other forms of signage.Constructs sidewalks, curb/gutters, and ADA ramps.Assists in the construction and cleaning of storm water drainage lines, sanitary sewer lines, ditches and detention ponds.Assist in flood emergencies including sand bags, catch basin clearing, and flood wall installation. Responsible for operating assigned vehicles and equipment within the division on a daily basis (etc. 1 ton dump trucks, brush chippers, weed eaters, power saws, jack hammers, jumping jacks)Inspects all equipment/tools prior used to ensure safe operating conditions. Refuels equipment and adds other necessary fluids, such as oil and fills out any needed reports for defective equipment.Assists in vegetation maintenance in ROW including tree trimming, weed eating, mowing, and herbicide application.Assists in pest management including rodents and mosquitosOther duties as assigned.

Qualifications

QUALIFICATIONS:
  • High school Diploma or GED
  • Must be able to pass a background check.


Knowledge, Skills and Abilities

Knowledge of:
  • Various hand tools.
  • Safe operation of power tools and equipment.

Skills in:
  • Use of hand tools.
  • Excellent customer service.

Ability to:
  • Use various hand tools (pitch fork, shovel, broom, weed eater, machete, etc.).
  • Be Alert at all times and work in a safe manner.
  • Work on very steep slopes and uneven surfaces.
  • Properly lift up to 80 pounds maximum weight limit.
  • Bend, stoop, lift and pull frequently throughout the day.
  • Take orders and work well with other employees.
  • Operate and maintain department brush chipper.
  • Operate and maintain power equipment and pick-up truck.
  • Work in all types of weather conditions.
  • Work well with the public and be courteous.
  • Handle citizens that may be displeased in a professional manner.
  • Keep record of work performed and make changes accurately.

LICENSE AND CERTIFICATION REQUIREMENTS
  • A valid State driver’s license may be required.

About Mayor Jill

Mayor Jill Boudreau began her third term on January 1, 2020. She is committed to a municipal government that is efficient, adaptable, dignified, and inclusive. She brings creative energy to City Hall, and has significantly raised the level of community engagement in the City of Mount Vernon.

Her skill in communication was developed over time by adapting to frequent relocations and jobs as a military spouse, the experience of living overseas, as a Community Service Officer with the Mount Vernon Police, and being a volunteer mediator. 

The City of Mount Vernon is a code city and a Mayor/Council form of government. The Mayor is the chief executive and administrative officer for the City of Mount Vernon and oversees and manages all operations including: Finance, City Attorney, Information Services, Human Resources, Development Services, Library, Public Works, Parks and Enrichment Services, Police and Fire Department. This includes a City staff of 235 full time employees, 56 part time/seasonal employees, and a total City budget of $70 million.

Some of Mayor Boudreau's accomplishment to date include:

  • Led the completion of the City's Flood Protection Project and second FEMA Flood Map revision - $30 million public infrastructure, promenade, and plaza.
  • Directed and facilitated the development and adoption of the City’s five-year strategic plan with Department Directors and City Council
  • Refocused the City’s standards of service and community engagement activities
  • Led in the development of “First Impressions” initiatives establishing focus on visible areas of the City – tripled the public art installations citywide
  • Assembled and facilitated a City team to design and launch a new City website with increased transparency and resident engagement (2012) and mobile friendly (2017).
  • Generated innovative economic development initiatives utilizing public and private partnerships of effort and resources including the establishment of the Skagit Innovative Partnership Zone, founding membership with Next Century Cities, and 300% expansion of fiber optic hookups within the City
  • Instituted mandatory employee coaching and performance evaluations, increased employee training by 100%
  • Proposed and implemented new technology services including parks reservation software, general facilities management software, development services software, online payroll services, mobile applications in library services, and monthly City Hall newsletters
  • Established the City’s regional leadership in Countywide issues by active participation and facilitation in the public safety facility advisory group, emergency medical services study group, re-organization of 911 service funding model, and reorganization of the Department of Emergency Services. 
  • Effectively steered multi-jurisdictional board as chair of Skagit Transit, Skagit Council of Governments (SCOG), SCOG Transportation Policy Board, and Vice Chair of Skagit 911
  • Planned and implemented a successful community education program of transportation projects and need within the City – leading to passage of sales tax increase ballot measure to increase transportation projects by $1.6 million annually
  • Provided clear leadership during crisis situations: Skagit River Bridge Collapse, police critical incidents, complex personnel issues including terminations and discipline

Mayor Boudreau holds a Bachelor of Science Degree, Business Management; Masters in Business Administration; and Advanced Certificate of Municipal Leadership, Association of Washington Cities
