The Position

Contra Costa County Auditor-Controller’s office is seeking qualified individuals to fill one vacancy in the Payroll Systems Administrator classification.

The Payroll Systems Administrator performs the technical system processing of payroll, timekeeping, and system applications. The ideal candidate will be able to complete work timely and accurately within rigid deadlines and collaborate with their team and management to provide the highest quality of service . Successful candidates should possess knowledge of generally accepted accounting principles and standards relating to payroll services.

What you will typically be responsible for:
  • Maintaining Payroll System tables including Retirement, Special Accumulators, Department Earnings and Earning Programs, and Deductions
  • Supervising professional accounting, clerical, and paraprofessional payroll staff
  • Working with information technology, payroll, and human resources staff and outside consultants
  • Documenting payroll and timekeeping system processes and procedures
  • Developing training materials and conducting training courses and workshops on the Payroll System and all related payroll processes and procedures

Minimum Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university in business, public administration, finance, accounting, information systems or a closely related field.

Experience: Three (3) years of full-time, or its equivalent, experience performing varied technical or payroll processing duties utilizing a computerized payroll system.

Substitution: Additional experience of the type noted above may be substituted for the required education on a year-for-year basis to a maximum of two (2) years. One (1) additional year of experience of the type noted above may be substituted for the academic major.

Selection Process

1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Performance Assessment: Candidates who possess the minimum qualifications will be invited to participate in a Performance Assessment. The assessment is designed to measure candidates' competencies as they relate to the Payroll Systems Administrator classification. C andidates must achieve an average passing score of 70% or higher on each of the competencies assessed, as well as an overall passing score of 70% or higher. These may include but are not limited to Adaptability, Attention to Detail, Professional Integrity & Ethics, Writing, Oral Communication, Building & Maintaining Relationships, and Teamwork. (Weighted: 100%).

3. Departmental Hiring Interview

Tentative Dates:

*The Performance Assessment is tentatively scheduled to take place via computer (remotely) from May 17, 2024, through May 21, 2024.

Meeting the minimum qualifications does not guarantee an invitation to participate in the selection process.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
