Job Description

Full-time position available with the Water Department, Employee Services Division located at 4800 East 63rd Street
Salary Range: $9,117-$19,167/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities

  • Develops and implements comprehensive training programs to enhance the skills and knowledge of water services personnel.
  • Collaborates with deputy directors and the management team to identify training needs and prioritize areas for skill development.
  • Evaluates training effectiveness and adjust as necessary to meet organizational objectives.
  • Develops and maintains relationships with community stakeholders to promote awareness of water services initiatives and projects.
  • Coordinates outreach events and activities aimed at engaging with the community and addressing concerns related to water services.
  • Represents the organization at community meetings, forums, and events to communicate key messages and gather feedback.
  • Works with the City's Safety Team to develop and implement risk management strategies to mitigate potential hazards and ensure compliance with safety regulations.
  • Conducts regular safety inspections and audits to identify and address safety concerns in the workplace.
  • Works with deputy directors to implement risk management and safety recommendations from the law department and other city leadership.
  • Collaborates with relevant divisions to develop emergency response plans and procedures.
  • Develops and implements initiatives to enhance employee morale, satisfaction, and productivity.
  • Collaborates with departmental managers to address employee concerns and foster a positive work environment.
  • Implements feedback mechanisms to solicit input from employees and measure employee engagement levels.
  • Oversees internal investigations into alleged misconduct, policy violations, or other employee-related issues.
  • Ensures investigations are conducted impartially, thoroughly, and in accordance with organizational policies and legal requirements.
  • Collaborates with legal counsel and other relevant stakeholders to resolve issues and implement corrective actions when necessary.



Qualifications

REQUIRES an accredited Bachelor's degree in Human Resources, Business Administration, Public Administration or a related field. Master's degree preferred.
• Proven experience in people management and labor relations.
• Strong knowledge of training and development principles and practices.
• Excellent communication and interpersonal skills, with the ability to interact effectively with employees, stakeholders, and community members.
• Demonstrated leadership abilities and experience in managing teams.
• Knowledge of relevant laws, regulations, and best practices related to employee relations, safety, and risk management.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
