Job Description

Job Summary

Performs intermediate level work in a wide variety of professional human resource management functions and activities. May be assigned one or more areas of responsibility including: employment services (recruitment and selection), employee training and development, employee relations, employee benefits and other human resource related special projects. This is an entry level class in the Human Resource Analyst series.

REPORTS TO

Work is performed under the general direction of a higher level of authority. The employee is expected to exercise initiative and independent judgment in the administration of assigned responsibilities and in formulating recommendations in accordance with federal and state statutes, Personnel Policies and Procedures, and contemporary human resource management principles and practices. Work is reviewed through conferences and results achieved.

SUPERVISION EXERCISED
May exercise functional supervision over paraprofessional, technical, or office support staff.

Essential Job Functions

An employee in this class series may perform any or all of the following duties and responsibilities, as assigned. An employee may receive special assignments or projects not reflected with this job description.
  • Assists employees with questions, complaints, or other requests for help.
  • As assigned responds to specific requests for studies, information and professional assistance in human resource management issues and problems.
  • Assists in the Human Resource Department management on various administrative and technical matters.
  • Assists in employee benefits administration and programs.
  • Provides technical assistance to other personnel in implementing new or modified programs/systems.
  • Provides advisory and/or consultancy services to staff and management on a range of human resources issues, procedures, and policies consistent with Mohave County Personnel Policies and Procedures, legislation, and guidelines.
  • Responds to a wide range of Human Resources related inquiries from management, staff, employees, and the general public, through e-mails, telephone calls, written correspondence and /or face to face contact.
  • Plans, organizes, and directs assigned staff activities. Prioritizes daily staff assignments, and workflow. Reviews and evaluates assigned subordinates work in progress and upon completion to ensure compliance with plans, directives, and departmental operating policies and procedures.
  • Assists in the implementation of new or modified Human Resources programs including Human Resources Information Systems (HRIS).

ASSIGNED AREAS:

EMPLOYMENT SERVICES (RECRUITMENT & SELECTION)
  • Oversees and may assist HR Technician in conducting pre-recruitment job analysis studies and/or mini audits in collaboration with Subject Matter Experts (S.M.E.) to produce a complete an accurate job classification and job position description.
  • Oversee and may help HR Technician develop and recommend recruitment selection strategies in concert with department managers or S.M.E. that will meet the staffing objectives and Mohave County business goals.
  • Develops job application and supplemental application rating criteria, using S.M.E. input, the job description knowledge, skills and abilities (KSA) as required by the job classification’s minimum qualifications to evaluate applicants’ and candidates’ qualifications that are job-related and in accordance with the E.E.O.C. Uniform Guidelines, Personnel Policies and Procedures and other federal agencies’ employment selection guidelines.
  • Acts as back-up to HR Technician to prepare and post to NEOGOV internal or external recruitment advertisements using data from S.M.E. and/or management input, organizational templates, Microsoft Word software, personal computer and the Internet to attract diverse qualified applicants for employment.
  • Forms strategic business partnerships within the communities of Mohave County.
  • Coordinates and oversees new hire orientation or exit processes and the necessary documentation required by state/federal statutes and/or Personnel Policies and Procedures.
  • Conducts and reviews for continuous improvement of New Employee Orientation, and updates information as needed.

ANALYST & REPORTING
  • Generate HRIS required reports for management and regulatory mandated local, state, and federal compliance reports.
  • As assigned, studies, analyzes, and evaluates human resource-related matters and develops recommendations.
  • Creates and maintains County Department Organizational Charts and updates MUNIS with changes in employee’s supervisor.
  • Regular internal audit of personnel files and I-9 files.

SECONDARY JOB FUNCTIONS
  • Backup the HR Analyst when needed.
  • Performs related work as required.
  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.


Minimum Qualifications

  • Associate's degree from an accredited university or college in human resources, business administration, public administration, industrial relations, or a closely related field.
  • Three (3) years of progressive work experience in the Human Resources field.
  • Some supervisory or lead experience.
  • OR any comparable equivalent combination of education and experience that provides the required knowledge, skills and abilities will be evaluated.

PREFERRED QUALIFICATIONS
  • Bachelors’ Degree from an accredited university or college in human resource management, business administration, public administration, industrial relations, or a closely related field.
  • Certification in the Society of Human Resources Management (SHRM)
  • Certification in the International Public Management Association - Human Resources (IPMA-HR)

SPECIAL JOB REQUIREMENT
  • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Must provide driving history upon acceptance of appointment at no cost to the County.

  • Preparing reports effectively utilizing computer systems and applications, mainframe, and microcomputers, in the performance of work assignments, such as electronic spreadsheets, word processing and graphics.
  • Effectively communicating in writing and verbally with a diverse workforce.
  • Operating office equipment efficiently and effectively to include computers, calculators, and other office equipment relative to area of assignment.
