THE POSITION

The City of Rancho Cordova Neighborhood Services Division is looking for a Neighborhood Services Technician I to support the Animal Services team on a limited term of 2 years. The Neighborhood Services Technician will assist on Animal Service cases by qualifying residents and their pet for the Rancho Cordova Community Animal Services Support Program. The Program is funded by a two-year UC Davis grant and this position will run congruently with the term of the grant. The main function of this program is to help residents in need of support to maintain humane treatment of their pets while also reducing the negative impact on the shelter system.

The Neighborhood Services Technician will work closely with residents, Animal Services Officers, veterinary hospitals, grant funders, and other resource providers. The Neighborhood Services Technician will review program applications, assess animal treatment recommendations, track the program budget, interpret local and state animal service codes, and further develop the Support Program.

The ideal candidate will have strong problem-solving skills, experience with budgeting, inventory management, and animal medical procedures. Those with Veterinary Assistant or clinical experience from a shelter environment are highly encouraged to apply. Knowledge of animal identification, first aid, diseases, medical conditions, veterinary terminology cost of care, and animal behavior are highly desired.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Most incumbents perform the following duties. Not all duties listed are necessarily performed by each individual. Other related duties may be assigned.
  • Receive and respond to public inquiries and complaints regarding City programs, policies, procedures, codes and code violation processes.
  • Review, interpret and provide information and direction to the public regarding applicable local, state and federal regulations, codes, ordinances, documents, standards and guidelines.
  • Assist department staff in the preparation of Requests for Proposals, letters, notices, and complaints .
  • Prepare, compile, tabulate and maintain data including databases, various documents and statistical and operational reports and records.
  • Develop, maintain and archive a variety of files and records.
  • Schedule meetings and inspections and maintain calendars for department staff; reserve and prepare conference rooms; prepare meeting agendas; attend meetings and take and publish meeting minutes.
  • Assist with the coordination of Administrative Hearings; provide administrative support to department staff by pulling and organizing necessary files, reports and documentation and performing redaction.
This position is assigned to the Animal Services Division. Duties include, but are not limited to the following:
  • Review, interpret and provide information and direction to the public regarding Animal Services programs.
  • Assist in joint inspections or independent customer contact inspections in the field on occasion, assisting with photos, documentation and related duties.
  • Act as a liaison to residents, animal shelters, animal hospitals, outside agencies and service providers.
  • Assist with preparing budget and financial draft reports; memorandums of understanding, grant applications or contracts; assist with grant tracking and administration.
  • Organize, manage, and inventory supplies.
  • Perform other related duties as assigned.

EMPLOYMENT STANDARDS & MINIMUM QUALIFICATIONS

Minimum Qualifications: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education:
  • Equivalent to the completion of 12th grade or a higher-level degree.
Experience:
  • Two (2) years of experience performing customer service and clerical functions preferably related to construction/building/design trades, animal care, or related fields.
  • Experience in a public agency is preferred, but not required.
Licensure:
  • Possession of a current valid California Class C driver's license with a satisfactory driving record as determined by the City.

PHYSICAL WORKING CONDITIONS AND REQUIREMENTS

Requires the mobility and manual dexterity to work in a standard office environment, use standard office equipment and attend off-site meetings; speech and hearing to communicate in person and by telephone; vision to read handwritten and printed materials and a computer screen; and strength and agility to lift and carry items weighing up to 30 pounds. On a continuous basis work in an office environment sitting at a desk for long periods of time; travel from job site to job site sitting in a vehicle; bend, squat, climb, kneel and twist while performing field work; may be exposed to dust, noise machinery, moving objects and other vehicles while performing field work; may work on uneven or slippery surfaces; and may intermittently perform field work while exposed to various types of weather including extreme heat during summer months and cold temperatures during the winter months. NON-EXEMPT EMPLOYEE BENEFIT SUMMARY

CALPERS Retirement

Tier 1: Employees hired prior to December 31, 2012, and "Classic Members" hired subsequently with less than a six month break in service, are provided 2.7% at 55 retirement formula. City employees pay the full 8% of their base pay toward this retirement benefit.

Tier 2: Due to the Public Employees' Pension Reform Act of 2013 (Assembly Bill 340), new MISC members hired after January 1, 2013, or "Classic Members" with a break in service of more than 6 months, are eligible for the 2% @ 62 CalPERS retirement formula and are required to pay a 7.75% contribution toward the PERS benefit. (Note: the employee contribution will change as the cost of the benefit changes, since the employee is required to pay half the normal cost.)

1959 Survivor Benefit (Indexed Level)
The 1959 Survivor Benefit provides a monthly allowance to eligible survivors of members who die while actively employed. The monthly benefit payable to survivors in the Indexed Level increases by 2% eachyear. Benefit amounts as 2024 are $804, $1,608 and $2,413 for 1, 2, or 3 eligible survivors.

457 and 401(a) Deferred Compensation Plan
  • City will contribute $23.08 per pay periodinto the 457 Deferred Compensation Plan onbehalf of the employee.
  • City will match up to 3% of the base salary for employees who participate in the457 plan. City match is placed in a 401(a) plan. There is no vesting period.
  • Employees may also voluntarily participate in the 401(a) defined contributionretirement program; however, election must be made upon hire and is irrevocable during employment with the city.

Health Insurance (medical, dental and vision) - The City offers a "cafeteria plan," which includes a monthly medical stipend the employee may apply toward premiums for medical, dental and vision.

Retiree Health - CalPERS plans made available and retiree medical contribution offered toward the cost of the plan.In 2024, the retiree medicalcontribution is $157.00 per month.The retiree medical contribution will continue to increase until it is equal to the minimum contribution required by CalPERS for the employer to pay on behalf of an employee.

Social Security - No
