    The City of Milpitas is seeking a limited-term, grant funded Sustainability Coordinator (Administrative Analyst I/II). T he limited-term position is contingent upon the funding and availability of work. The position is funded by a grant from the Department of Energy through October 2026, and may be extended . Continued funding of the position after the end of the grant will require the approval of the City Council. This position will s upport the City’s Go Electric Milpitas! Program which aims to help Milpitas homes convert to clean, all-electric appliances, supporting the City’s climate action goals and community’s transition to carbon neutrality. Specifically, this position will play a lead role in grant coordination, reporting and administration, and will assist with development of the program and outreach plan, conduct program promotions and community engagement and outreach , lead and recruit volunteers, and work closely with community groups and partner organizations.

    The ideal candidate is a highly motivated, creative, and dedicated program analyst with a passion for sustainability and community engagement. The ideal candidate should be an effective communicator, comfortable when working directly with diverse contacts, and skilled at communicating complex information in simple, easy to understand terms.
    This role will require working some weekends and evenings.

    Administrative Analyst I: $90,029.42 - $118,518.14 Annually
    Administrative Analyst II: $ 99,426.86 - $130,868.66 Annually

    Examples of Duties

    Duties may include, but are not limited to the following:
    • Perform a variety of responsible and technical administrative and analytical assignments.
    • Conduct surveys and perform research and statistical analysis as requested; prepare summary reports.
    • Interview and consult with departmental officials and employees, representatives from other organizations and groups, and the general public to give and/or secure necessary information.
    • Assist in formulating program policy, goals and procedures; collect and compile relevant data supporting recommendations.
    • Assist in the development of new program elements and program modifications as necessary to meet stated goals and objectives of assigned program responsibilities.
    • Analyze issues and prepare reports.
    • Monitor and coordinate the daily operation of assigned program area; perform administrative detail work and maintain appropriate records and statistics; monitor progress and evaluate work measurement data of various City programs.
    • Develop and analyze quantitative data for management evaluation purposes.
    • Prepare and present factual and statistical data and make recommendations in written, graphic and oral form.
    • Provide information and interpretation regarding City rules, regulations and procedures.
    • Perform audits and analysis in areas such as: programs, contracts, and budgets.
    • Participate in special projects as assigned.
    • Perform related duties as assigned.


    Typical Qualifications

    Administrative Analyst I

    Knowledge of :
    • Principles of local government organization and administration.
    • Statistical concepts and methods.
    • Communications techniques required for gathering, evaluating, and transmitting information.
    Ability to :
    • Learn applicable procedures, rules, laws, and policies.
    • Communicate effectively, orally and in writing.
    • Gather, analyze, evaluate, interpret and present a variety of data and information.
    • Prepare reports supporting recommendations.
    • Establish and maintain effective working relationships.
    • Interact with personnel at all organizational levels and function in stressful and/or confrontational situations.
    • Initiate, plan, and complete work assignments with a minimum amount of supervision.
    • Collect, compile, and analyze information and data.

    Administrative Analyst II

    Knowledge of :
    • Principles of local government organization and administration.
    • Statistical concepts and methods.

    • Applicable federal and state laws and regulations.
    • Fundamental principles and practices of public administration.
    • Principles and practices of budgetary analysis.
    • Report writing techniques and spreadsheet development and analysis techniques.
    Ability to :
    • Learn applicable procedures, rules, laws, and policies.
    • Communicate effectively, orally and in writing.
    • Gather, analyze, evaluate, interpret and present a variety of data and information.
    • Prepare reports supporting recommendations.
    • Establish and maintain effective working relationships.
    • Interact with personnel at all organizational levels and function in stressful and/or confrontational situations.
    • Initiate, plan, and complete work assignments with a minimum amount of supervision.
    • Collect, compile, and analyze information and data.

    • Use and manage automated information systems, including the personal computer applications such as word processing and spreadsheets.

    EXPERIENCE AND EDUCATION
    Administrative Analyst I
    Education : Bachelor's degree from an accredited college or university with major coursework in human resources administration, public administration, political science, business administration or a closely related field.
    A degree in environmental science/studies, environmental engineering, communications, or similar is preferred.
    Experience : none

    Experience with sustainability, climate action, and/or electrification programs is highly desirable.

    Administrative Analyst II
    In addition to the qualifications of an Administrative Analyst

    Experience : Two years of responsible technical or administrative experience in an operating or staff agency in business or government, comparable to that of an Administration Analyst I in the City of Milpitas.

    Experience with sustainability, climate action, and/or electrification programs is highly desirable.

    LICENSE OR CERTIFICATE
    Administrative Analyst I/II
    Possession and maintenance of a valid California Driver's License may be required.

    SPECIAL REQUIREMENTS
    Administrative Analyst I/II
    Essential duties require the following physical abilities and work environment.
    • Ability to work in a standard office environment; able to travel to various locations within and outside the City of Milpitas.


    Supplemental Information

    SUPERVISION RECEIVED AND EXERCISED

    Administrative Analyst I
    • Receives direct supervision from the immediate supervisor and may receive indirect supervision from a higher-level Analyst.
    • Exercises no supervision

    Administrative Analyst II
    • Receives general supervision from the immediate supervisor.
    • May exercise supervision over assigned clerical or technical personnel.

    SELECTION PROCESS:
    The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.
    Tentative panel interview is scheduled for the week of June 9, 2025

    RETIREMENT
    Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security,but do contribute to Medicare.

    MEDICAL INSURANCE
    Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.

    RETIREE MEDICAL
    Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

    DENTAL & VISION
    City provides full family coverage for Delta Dental and MES Vision at no cost to the employee.

    LIFE INSURANCE
    City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

    DISABILITY INSURANCE
    City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.

    DEFERRED COMPENSATION
    City contributes $75 per month on the employee's behalf.

    VACATION
    Hourly employees earn 11-31 days of vacation and Exempt employees earn 16-36 days of vacation based on years of service.

    HOLIDAYS
    Employees receive 12 paid holidays and one (1) floating holiday per year.

    SICK LEAVE
    Employees earn 12 days annually.

    TUITION REIMBURSEMENT
    Employees are eligible to receive up to $2,000 per fiscal year in tuition reimbursement.
