Job SummaryThis position plans, organizes, supervises, oversees staff, maintenance, and repair at the Landfill/Solid Waste Facility. Other duties include responding to citizen inquires or complaints; and completing departmentally specific functions. The responsibilities include but are not limited to; completing administrative duties, conducting preventative maintenance, controlling workflow and quality, troubleshoot equipment & systems, establishing priorities, preparing state reports, and maintaining records for site compliance. This position performs as a working foreman ensuring safety at all work sites, safely performing the same skill set as those directed, and trains assigned staff in their functional areas.
Essential Job Functions- This position will fill in for the manager when the manager is off duty. This includes supervising staff and work crews by assigning work duties; prioritizing work activities; observing and monitoring work tasks; evaluating work performance, approving leave requests; providing training, conducting meetings; and providing advice or assistance as needed.
- Assists in monitoring field operations; inspecting work completed; ensuring equipment is inspected and maintained. Ensures operations and project work are completed by coordinating and scheduling contractors/activities; monitoring field operations; inspecting work completed; ensuring equipment is inspected and maintained, meeting all safety and environmental requirements; ensuring equipment and adequate materials are supplied to crews; ensuring the safety of employees through appropriate operating procedures; investigating complaints from customers; and providing assistance on and resolution of work problems.
- Assigns, prioritizes, and inspects work performed by staff. Establishes work priorities, goals, objectives, and schedules.
- Assists Technicians in troubleshooting and repairing mechanical, electrical, electronic, and Pneumatic components.
- Perform highly technical environmental compliance and technical tasks associated with wellfield monitoring and tuning, explosive gas monitoring, and LFG flare troubleshooting and monitoring with gas-analyzing equipment.
- Perform environmental compliance and technical tasks associated with leachate collection system, which include but are not limited to liquid level monitoring at risers, pulling and cleaning submersible pumps, reporting pump failures, coordinating, and scheduling repairs, maintaining records and communicating findings.
- In tandem with Landfill Operations Supervisor and Senior Crew Leader, this position will act in their capacity when they are off duty. This includes supervising staff and work crews by assigning

- Informs Landfill Manager and operating department of the need for major repair expenditures
- Ensures operations and project work are completed by coordinating and scheduling contractors/activities; monitoring field operations; inspecting work completed; ensuring equipment is inspected and maintained, meeting all safety and environmental requirements; ensuring equipment and adequate materials are supplied to crews; ensuring the safety of employees through appropriate operating procedures; investigating complaints from customers; and providing assistance on and resolution of work problems. Coordinates with the Landfill Director and Landfill Manager for budgetary needs, requisitioning materials and providing specifications for needed equipment. Records and completes service requests, work activities orders; prepares damage/loss reports and injury reports and compiles various reports for management as well as various federal and state regulating entities; responds to emails; returns phone calls, attends meetings; and responds to onsite emergencies.
- Participates in employee hiring, training, performance assessment and disciplinary activities. Assesses physical risks associated with the workplace daily and mitigates risk. Provides fire-fighting leadership, training, and risk minimization. Provides leadership regarding first aid for customers and employees.
- Completes performance evaluations on subordinate employees
- Completes departmentally specific functions by setting up, organizing, and lecturing at special events such as CREW Camp; monitors infrastructure projects; maintains specific operations such as landfill and other facilities.
- Regular and consistent attendance and punctuality
- All other duties as assigned by the director/manager within your department/division.
Minimum Qualifications- Education: Minimum of a high school Diploma, GED or equivalent plus 6 months of advanced training or study.
- Experience: 3 years working with light, heavy equipment, and Landfill Gas & Leachate Equipment. Two years of experience working with schematic diagrams and diagnostic equipment. One Year of experience performing diagnostic, troubleshooting, and preventative maintenance on landfill gas and leachate equipment preferred.
- Licenses: Valid Texas class A commercial driver’s license must be obtained within 180 days from assignment.
- Certifications Required: Must possess EPA Freon Removal License within 30 days; Must possess and maintain MSW A License within six (6) months of employment.
