The Los Angeles County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Youth Development is seeking a qualified candidate to fill emergency Youth Development Supervisor vacancy for Youth Diversion related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100% .
Those who successfully pass the assessment will be considered for permanent appointment to Youth Development Supervisor
DEFINING YOUTH DIVERSION: Youth Diversion
Young people aged 12-17 who are cited for any infraction, misdemeanor, and non-serious felonies are eligible for Youth Diversion. (80% of youth offenses are eligible for Diversion [2021 CEO report]). DYD’s Youth Diversion Program refers young people to a network of community-based organizations (CBO) that support youth development practices as an alternative to arrest, citation, or court involvement. DYD coordinates referrals between CBO providers, law enforcement, Probation, and District Attorney partners with the goal of equitably reducing justice system contact for young people across the County. Utilizing the following methods, a referred youth works with a case manager for three months to a year to co-create a Diversion care plan that culminates with their record being cleared: Care Coordination; Arts and Sports; Education and Career Support; Leadership development; Mentorship; Physical and Mental Health; Substance Use Treatment; Restorative Justice; and/or Linkage to additional services.
Essential Job Functions- In partnership with the Branch Manager, directs the development of workplans; program objectives, implementation, and evaluation; as well as initiatives policies, and strategies related to youth development and diversion/school-based programming.
- Works cross-functionally with other departments, stakeholders, and program partners to understand need, align strategic direction, and eliminate impediments to peak performance to meet department’s vision and goals.
- Evaluates issues that impact the department’s vision and goals for the diversion/school-based program. Provides recommendations and oversees the development of solutions.
- Informs short and long-term diversion/school-based programming plans and priorities.
- Oversees staff execution of key workstreams and tasks, including but not limited to: relationship building/management; training; capacity-building support, shared learning, and co-designed policy and protocols with community-based organizations (CBOs).
- Oversees the facilitation and management of resources and support for CBOs serving as youth development providers, as well as engaging contractors and partners, in assessing opportunities for improvement and capacity-building in program and policy planning, implementation, and oversight.
- Directs and participates in the preparation of Requests for Proposals (RFPs), Memorandum of Understanding (MOUs) and vendor contracts; selection process; contract negotiations; and oversees the monitoring of progress, deliverables, and budgets of selected partners.
- Works to enhance youth-centered, care-first service delivery and system navigation, accountability, and improvement with youth justice system partners, including but not limited to: the County's Office of Public Defender; Alternate Public Defender; the District Attorney’s Office, the Probation Department; LACOE; and School Administrators and/or School Districts.
- Develops and oversee the connections of youth with arts, culture, recreation, health, education, and other services related to youth development based on a young person's individual strengths and needs.
- Conducts outreach, engagement, and storytelling to increase awareness of DYD programs and priorities and to uplift youth narratives and successes to a wide range of audiences, including County partners, youth, and communities.
- Develops and maintains collaborative and cooperative working relationships with various city, county, social, legal, court, and law enforcement entities, and educational institutions and school officials and staff to facilitate service delivery, information sharing, communication, and collaboration to advance a youth development framework.
- Composes, prepares, and processes a variety of correspondence, reports, data, forms, and other documents; establishes and oversees accurate and efficient program and case management records, including confidential and sensitive files subject to various legal requirements.

Trauma-informed/healing-centered practice -Recognition and response to signs, symptoms, and risks of trauma to better support the needs of youth who have experienced Adverse Childhood Experiences and toxic stress, including holistic healing practices.
Social Justice and Equity -Understanding of research and practices to advance social justice, equity, and systems transformation, emergent strategy, and future building.
Anti-racism and anti-racist practices -Knowledge of practices actively opposing systemic racism and that promote changes to policies, behaviors, and beliefs that perpetuate racist ideas and actions.
Skills: Collaboration and network building-Includes planning, scheduling, organizing, prioritizing, and monitoring work activities among several contributing groups to achieve established goals.
Youth, family, and community engagement-Includes appropriate communication, active-listening, and empathy when in contact with a young person, their family, and support networks.
Systems navigation-Includes coordination, advocacy, and moving with urgency and initiative to identify challenges or barriers, problem-solve, develop, and implement a meaningful and responsive plan.

Requirements TRAINING AND EXPERIENCE: Option 1:Five years of experience working directly with youth in service-oriented environments for care coordination, case management, or mentorship, including CBOs, schools, healing centers, public agencies, secure placement facilities or locked institutions, and philanthropic or academic centers with a focus on youth or community investment, including at least two years of experience supervising a team or project.
Option 2:Three years of experience in youth development-oriented collaborative project management or coordination of service delivery from community-based providers involving youth development programs, youth diversion programs or other partnerships with justice or education partners, including at least two years of experience supervising a team or project.
Option 3:Two years of experience managing youth development programs at the level of Youth Development Specialist*, including at least two years of experience leading a team or project.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013(first employed by the County on or after December 1, 2012) - unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
