The PositionThe City of Riverside is accepting applications for the position of
RIVERSIDE MUNICIPAL AIRPORT OPERATIONS SPECIALIST* to fill one (1) vacancy in the
Airport Administration Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The Riverside Municipal Airport (Airport) is one of the busiest airports in the country that has a contract Federal Aviation Administration (FAA) Air Traffic Control Tower. In 2024, the Airport had more than 140,000 aircraft operations. It currently has 217 based aircraft and serves an as FAA-designed Reliver airport. The Air Traffic Control Tower is staffed from 7 a.m. to 8 p.m., seven days weekly.
Airport Operations staff provide a critical safety and security role at the Airport by conducting required airfield inspections, conducting perimeter inspections, responding to aircraft emergencies, minimizing wildlife hazards, detecting and removing Foreign Object Debris (FOD), managing the Riverside County Sheriff Work Release Program at the Airport, conducting aircraft hangar inspections, conducting movement area driver training, issuing Notices to Air Mission (NOTAMs), managing turf and vegetation, performing tenant relations, performing building maintenance, and ensuring critical airport functions continue without interruption.
The Airport Operations Specialist performs a variety of duties in the maintenance and operations of airport facilities and grounds.
NOTE: Rotating shift will be required. *Actual Classification: Airport Operations Specialist Work PerformedDuties may include, but are not limited to, the following:
- Assist, support, and provide specialized work in maintaining the Riverside Municipal Airport to meet
Federal Aviation Administration (FAA) regulations and advisory circulars for airport operations; ensure
compliance of City codified ordinances and general airport rules and regulations. - Perform both semi-skilled and skilled labor in the construction, maintenance, and repair of airport
buildings, hangers, pavement, airfield lighting, security lighting, security fencing, as well as other
facilities and grounds. - Perform daily inspections of all airport safety, security and operational areas and equipment including
runway and taxiways, airfield lighting, parking aprons, hangars, terminal buildings, fuel storage areas
and perimeter fences and gates for compliance with Federal, State and local airport rules and
regulations. - Respond to airport emergencies, operate emergency response vehicle, and provide assistance during
aircraft emergencies; collaborate and work closely with Fire, Police and FAA personnel when required. - Assist and provide support for facility equipment failure, airfield navigational aids, airfield lighting
failures, building/structure emergencies, pavement failures, hazardous incidents and related
emergency situations. - Maintain work records, including complaint resolutions, maintenance and repair logs, vehicle inspection
forms, daily work logs, FAA inspection records, and other documentation. - Assist the public and respond to routine questions or complaints and requests for service; initiate
problem resolution. - Work schedules are flexible and will require working weekends on alternating schedules with other
operations staff - Perform other duties as assigned.
QualificationsEducation and Experience: Education: High School graduation or satisfactory equivalent (GED).
Experience: Two (2) years of experience in the maintenance and repair of buildings, grounds, and electrical/mechanical equipment.
Necessary Special RequirementsPossession of, or ability to obtain, a valid appropriate Class “C” California Motor Vehicle Operator’s License.
Highly Desirable Qualifications: .
- Current possession of a valid appropriate Class "C" California Motor Vehicle Operator's License
- Associate's degree in Aviation Management or related field
- Two (2) years experience at a commercial or general aviation airport working in the maintenance or airport operations department
- Airport Certified Employee (ACE) - Operations designation
- Experience troubleshooting airfield lighting electrical problems
- Knowledge of airfield signage and lighting requirements
- General knowledge of landscaping maintenance and repair
Physical Demands and Working Conditions: Majority of the work is done in the field with exposure to airport and aircraft related hazards. Employees are required to interact with airport tenants and the general public in interpreting and enforcing departmental policies and procedures, and solving problems with tact and diplomacy in order to maintain a positive public image

Service Employees International Union (SEIU) - General Unit The City offers an attractive benefits package, the central provisions of which are as follows:
- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,537 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employees and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the SEIU MOU for specific details.
- Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
