    Job Description

    Location: Central Office / 123 Robert S Kerr- OKC, OK 73012

    Salary: up to $106,000.00, based on education and experience

    Full Time /Part Time: Full Time

    Work Schedule: Monday-Friday

    Primary Hours: 8AM-5 PM

    Position Description:

    • The Billing and Collections Asst. Director is responsible for working with the Billing and Collections Director to provide oversight for all the billing and collections performed by the Financial Services Division. The Asst. Director works in conjunction with Program and Finance personnel to ensure accurate and timely invoicing, all revenue sources are actively monitored, outstanding receivables are collected timely, and any audit or budget issues are documented and resolved.


    Position Responsibilities/Essential Functions:
    • Lead and manage the Billing and Revenue teams maintaining an environment of accountability and excellent customer service.
    • Establish and maintain new Billing and Collection policies for the Financial Services Division and related standard operating procedures.
    • Establish and maintain a list of all revenue producing activities and ensure that they are in compliance with policies and SOP.
    • Maintain and optimize To Be Invoiced and Accounts Receivable Aging reports for each revenue source.
    • Ensure all invoicing and Newborn Screening Medicaid claims are performed on a timely basis, utilize the correct accounting and funding codes, and meet all grant and contract requirements and local, state, and federal laws and regulations.
    • Ensure all invoicing has the required supporting documentation and that those documents/records are properly archived to support future audit and other requests for information.
    • Identify and investigate coding and other invoicing issues and facilitate resolving these errors with applicable parties.
    • Work with Billing Manager to track hospital invoices and Medicaid claims; ensure all rejected claims are corrected and resubmitted.
    • Maintain KPIs, e.g., Average Days to Pay and Average Days to Invoice Identify areas for improvement.
    • Ensure all payments are correct and posted on a timely basis.
    • Monitor the To Be Invoiced and Accounts Receivable Aging reports to identify collection issues.
    • Resolve collection issues by coordinating with the appropriate program area.
    • Coordinate with the Budget and Funding Director to maintain and improve a cash flow forecast and Deputy Report for the agency.
    • Being present in the office is an essential function of this job
    • Other duties as assigned


    Supervisory Responsibilities
    • Manage Billing and Revenue Managers
    • Recruit, interview, hire, and train new staff in the department
    • Oversee the daily workflow of the department
    • Provides constructive and timely performance evaluations.


    Other Duties
    • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
    • Works effectively in team environment, participating and assisting their peers.
    • Adheres to the Finance Division’s transformation principles; (1) continuous improvement, (2) root-cause problem solving, (3) transparency, (4) accountability, and (5) one team.


    Minimum Qualifications:
    • Bachelor’s degree in Accounting, Business Administration, or related field OR an equivalent combination of education and experience substituting one year of professional or technical public or private sector experience for each year of the required education.
    • Six years of related experience required. At least four years in leadership capacity is required


    Valued Knowledge, Skills and Abilities

    • Knowledge and expertise in grant and medical billing and practices and applicable local, state, and federal laws and regulations
    • Knowledge of Medicare/Medicaid regulations and electronic filing of claims.
    • Must have good interpersonal and negotiating skills
    • Must be well organized and have detailed-oriented approach
    • Ability to perform complex tasks and to prioritize multiple projects
    • Strong supervisory and leadership skills

    Physical Demands and Work Environment:
    • Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms; carry light items; drive an automobile. This position requires long periods of sitting and daily use of computers and phones. Applicants must be willing to perform all job-related travel associated with this position. Occasionally, in state overnight and weekend travel may be required. Being present at the office is an essential function of the job.
