job descriptionThe Los Angeles Department of Water and Power, Information Technology Services Division is filling one Programmer Analyst III (PA III) position matrix to Power System to support the Power Work Management Information System (WMIS) and the related systems that support Power Transmission & Distribution (PT&D) field work. The position will be located at either JFB, 111 N. Hope St., Los Angeles, CA or 6060 Sepulveda Blvd., Van Nuys, CA 91411. The duties of the position includes, but are not limited, to the following:
- Perform system analysis, design, configure, test, implement, and maintain various applications and reports relating to the Power Work Management Information System (WMIS). Utilize various programming languages and API technologies to maximize use of the information systems and integrate with other department applications and databases. Utilize various software, REST API, MS .NET, C Programming, Oracle APEX, Oracle Database, and MS SQL Server. Develop and deploy applications supporting system integration to enforce business use cases. Meet and collaborate with end users to determine system requirements and provide application recommendations. Provide recommendations and technical guidance on upgrading or replacing legacy applications, tools, and scripts. Follow and enforce ITS change management and system development lifecycle policies. Other related duties, as assigned.
A valid California Driver’s license is required and must be maintained during the course of employment. Overtime and some travel may be required.
Candidates will be evaluated for the following work related skills, knowledge, abilities and other qualifications by interview or other means, as specified:
- Knowledge and experience in Java, JavaScript, jQuery, .NET, C#, HTML, XML, JSON, Python, UNIX, Oracle APEX, and report tools such as Crystal Reports and Oracle Business Intelligence Publisher/Dashboard. Knowledge and experience in the following database programming languages: SQL, Oracle PL/SQL. Experience with writing technical documentation and operational procedures. Enforcing application development using Project Management methods such as Agile and code repositories such as Microsoft DevOps or GitHub. Strong problem-solving skills to analyze and develop technical and business solutions. Strong interpersonal skills and ability to communicate effectively both verbally and in writing with users, vendors, and the project development team.
The evaluation of candidates for this position may be based on a review of training and experience as presented on the resume/application and an interview. Due consideration will be given to attendance records. A written skills test may be administered.
