Applications Specialist to enhance the effectiveness of end-users through expert support of departmental applications and computing tools. This position plays a vital role in helping staff use technology more efficiently and supports ongoing improvements in business processes and IT systems. The Applications Specialist is responsible for providing advanced support in the use of business applications and client computing tools. Individuals in this role are expected to have strong technical and analytical skills, a thorough understanding of departmental operations, and the ability to bridge the gap between business needs and IT solutions. They assist with user support, documentation, training, and systems improvement.
Key responsibilities may include:
- Collaborate with departmental Systems Analysts to development and manage business application requirements, configure security access permissions, and implement system controls.
- Instructs departmental and county personnel in the effective use of assigned applications and systems, while reinforcing departmental policies and procedures.
- Assist users with computing issues, promotes best practices for application use, and generate reports and queries.
- Researches and recommends solutions to application and IT problems; collaborates with Business and Automated Systems Analysts on system requirements and user access controls.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment.

Minimum Requirements Candidates must qualify under ONE of the following options: OPTION 1: Two (2) years of experience supporting business applications (i.e., troubleshoot; assist and instruct end-users in effective use; resolve problems) and utilizing advanced features Microsoft Office Suite which includes: Word, Excel, PowerPoint, and Outlook. Experience must include supporting Apple iOS and/or Windows 10.
OPTION 2: Current PSE, WEX, or Intern for a San Bernardino County department, performing related duties
AND a conferred Bachelor's Degree in computer science, information technology, data processing, computer systems analysis or closely related field.
Substitutions for Option 1: Candidates may substitute up to one year of experience with thirty (30) semester (45 quarter) units of completed college coursework in computer science, information technology, data processing, computer systems analysis, or closely related field
OR a completed Microsoft Certified Professional (MCP), Microsoft Office Specialist credential or certificate, or Microsoft Solutions certificate.

Desired QualificationsThe ideal candidate possesses:
- Bachelor's degree in information technology or computer science.
- 3+ years supporting business applications
- A combination of strong business application knowledge, technical expertise, and excellent communication skills
- Highly level of analytical ability, be solutions-oriented, and committed to supporting both users and the department’s broader IT goals.
