    OVERVIEW

    As the Target Zero Program Technician for the Kitsap County Traffic Safety Task Force, the selected candidate will serve as a liaison between Kitsap County, state and local agencies, and community-based organizations. This position is responsible for leading the development and execution of traffic safety programs, delivering public education and training, coordinating outreach efforts, managing grants and budgets, and representing the county on regional and statewide safety planning committees. Key activities include building and sustaining coalitions, engaging and recruiting stakeholders, conducting traffic safety needs assessments, promoting awareness of safety data and priorities, and facilitating opportunities for meaningful community involvement.

    What is Target Zero?
    The Target Zero Plan is Washington State’s comprehensive highway safety strategy, with the goal of reducing fatalities and serious injuries on our roadways to zero. This statewide effort unites local partners, state agencies, and community stakeholders to enhance roadway safety. In collaboration with these partners, the plan:

    • Establishes statewide traffic safety priorities
    • Identifies targeted strategies for each emphasis area and contributing factor
    • Guides federal and state funding toward the most effective, high-impact efforts
    • Tracks progress and monitors outcomes across all priority areas


    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    REQUIRED EDUCATION AND EXPERIENCE:
    • Two years of experience providing technical administrative program support, performing program related duties including program coordination, research and analysis.
    • Professional experience with MS Word and MS Excel for creation of reports and correspondence.
    • Equivalent combination of related experience and related education demonstrating required knowledge, skills, and abilities to perform the job.
    PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
    • Associate's or Bachelor's degree in Education, Public Health, Public Safety, Criminal Justice, social services, or closely related field
    • 5 or more years of professional experience in public health, criminal justice, courts/legal offices, public safety, or a social service field providing program education
    • Prior experience working in the public sector
    • Experience with policy and legislative processes
    • Building and maintaining effective coalitions.
    • Experience with traffic safety programs and Community Prevention Wellness Initiatives to include drug and alcohol prevention.
    • Facilitation knowledge and skills.
    • Outstanding written and oral communication and presentation skills.
    • Strong experience preparing reports.
    • Strong knowledge of social media and other basic marketing platforms.
    • Detail-orientated with the ability to manage multiple projects at a time.
    • Demonstrated ability to prioritize and complete multiple tasks in a timely way and to work quickly and efficiently when there are tight timelines.
    • Time management and completing projects with little or no supervision.

    Required Licenses, Certificates, Examinations/Tests and Other Requirements

    Prior to employment the successful candidate must:
    • In accordance with RCW 41.14.100, applicants must be a citizen of the United States who can read and write the English language.
    • Pass multi-phased testing process including a credit and criminal background check through law enforcement agencies and a lie detection examination.

    At time of appointment the successful candidate must:
    • Be able to fulfill all traveling requirements of this position and meet the qualifications and guidelines of the Fleet Risk Control Policies in the operation of a motor vehicle on County business.

    Within one year of appointment, the successful candidate must:
    • Possess Washington State ACCESS Certification

    PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

    • The duties in this position are performed in an office setting utilizing standard office equipment.
    • Travel will be required for offsite meetings with local, regional, and statewide groups as needed.

    ILLUSTRATIVE EXAMPLE OF DUTIES

    In this role, you will have the opportunity to:
    • Lead and coordinate the Kitsap County Traffic Safety Task Force, facilitating strategic planning, meetings, budgeting, reporting, and collaboration with local and state agencies, including law enforcement, schools, fire, coroner, prosecutor’s office, victim advocacy groups, Naval Base Kitsap, and the Washington Traffic Safety Commission.
    • Coordinate High Visibility Enforcement and public media campaigns aligned with Target Zero priorities. Determine funding levels, manage interagency agreements, and develop outreach materials to raise awareness about traffic safety and impaired driving.
    • Schedule and arrange various meetings, programs, and events to promote traffic safety and DUI education; coordinate activities that require extensive contacts within and outside of the agency; develop, prepare, and deliver public presentations and represent the Sheriff's Office during public meetings, educational forums, training, and other events.
    • Act as liaison between Kitsap County and its partner agencies including city police departments, Washington State Patrol, Navy law enforcement, Prosecutor's Office, and Public Works.
    • Educate and inform Task Force members, law enforcement officers, community organizations, military personnel, businesses, and other organizations about impaired driving and traffic safety issues.
    • Provide administrative support for the Traffic Safety Task Force Program; accurately prepare reports, correspondence, forms, and other documents.
    • Provide education and support to schools, students, parents, and administrators on traffic safety programs. Help identify and apply for grants to support alcohol- and drug-free student activities and traffic safety education.
    • Develop and deliver traffic safety presentations and training to law enforcement, task force members, military personnel, civic organizations, businesses, and community stakeholders. Represent the Sheriff's Office at public meetings, forums, and community events.
    • Assist law enforcement in identifying, writing, and managing traffic safety-related grants. Coordinate training and enforcement efforts across agencies to support impaired driving prevention and traffic law enforcement initiatives.
    • Manage all administrative aspects of the program, including meeting logistics, report preparation, data entry, press releases, supply purchasing, inventory tracking, and budget preparation and monitoring. Maintain accurate records and statistical data for reporting and evaluation.
    • Schedule and organize meetings, trainings, outreach events, and conferences. Make travel arrangements, coordinate logistics, and ensure timely implementation of scheduled programs and special projects.

    • Work hours for this position are Monday - Friday, 8 a.m. - 4:30 p.m. Flexible hours are available, as approved by management.

    RECRUITMENT PROCESS:
    This position is being posted to fill a vacancy and to create a new hiring register for 2025 openings in the Kitsap County Sheriff's Office.

    To qualify for a position on the hiring register, you are required to successfully pass the following requirements: Review of qualifications; technical phone screen for a skill review; and oral board interviews. An applicant must successfully pass each examination requirement before proceeding to the next step in the process. Notification will be sent to all qualified applicants that will include the actual date, time, and location for when they are scheduled to take the tests.

    • TECHNICAL PHONE SCREEN: Applicants meeting minimum qualifications of the position will be invited to schedule themselves for a phone screen of technical qualifications. The minimum passing score for this step in the process is 70%. The 12 candidates with the highest passing score will be eligible to continue on in the process. The technical phone screen reflects 40% of the applicant's overall score.
    • ORAL BOARD INTERVIEWS : The oral board interview score reflects 60% of the applicant's overall score.
    • HIRING REGISTER : When an applicant on the hiring register is offered permanent employment, it is contingent upon the applicant successfully passing a polygraph examination, psychological and a complete reference and background investigation, executive board interview and any other process deemed necessary (which may include medical and psychological) by the Sheriff's Office. Any conviction record may be disqualifying. The term of the hiring register shall normally be for six (6) months and in no event longer than two (2) years.

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 2 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)

    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
