    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Human Resources is seeking qualified candidates to fill emergency Human Resources Manager vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Human Resources Manager .

    Essential Job Functions

    This role entails overseeing a division within the Department of Human Resources, focusing on delivering hiring strategies, assessment solutions, and consultative support that help other County departments fill critical positions more quickly and effectively.

    Key responsibilities include:
    • Assisting in leading the Strategic Hiring Division.
    • Steering the efficient design and management of examinations to streamline the hiring process and align with the strategic plans of client departments.
    • Providing consultative services to address departmental-specific and countywide hiring needs.
    • Directing the development and execution of complex or sensitive projects related to the assessment of the County's job applicants.
    • Overseeing the development of tools, templates, and guidance to help departments adopt more consistent, transparent, and effective hiring practices.
    • Monitoring and reporting on time to hire metrics to drive accountability and track the impact of strategic hiring interventions.
    • Advising on the use of emergency hiring and guiding departments on how to expedite hiring during declared emergencies while maintaining legal and operational integrity.
    • Serving as the representative of the department and the division in interactions with the Board of Supervisors, other County departments, and external entities such as community groups, private agencies, and public/non-profit agencies.


    Requirements

    Selection Requirements
    Three (3) years of professional/technical human resources experience involving independent analysis, development, and recommendation of strategies for complex employment recruitment, selection, and placement activities, one (1) year of which must have included supervision of professional personnel staff, and one (1) year of which must have been:
    • developing and administering a comprehensive integrated personnel program for a medium size County Department or organization.

    -OR-
    • having immediate responsibility for major programs providing operating departments with professional services in the administration of organization-wide human resources programs.

    Desirable Qualifications
    • Bachelor's Degree or higher from an accredited college or university*.
    • Demonstrable experience in effectively leading, supervising, and evaluating the work of a variety of professional and technical personnel in administrative, human resources, another support functions.
    • Developing and/or improving programs including new or modified HR programs, policies, and work methods for delivering effective HR programs and services.
    • Using technology to enhance recruitment, selection, and placement activities.
    • Extensive knowledge and understanding of the application of human resources principles and practices of a large and complex human resources program.
    • Comprehensive knowledge of an expertise in interpreting federal, State, and local labor and employment laws, and regulations, and ability to effectively apply them to public sector human resources related issues.
    • Excellent interpersonal and customer service skills in interacting effectively with County department management staff, public officials, union representatives, other employee organizations, departments, and staff.
    • Demonstrable experience working with employees and employee groups on matters concerning personnel issues, problems, procedures, regulations, and grievances.
    • Professional Human Resources Certification or designation, e.g., International Public Management Association - Human Resources (IPMA-HR) or Society of Human Resources Management (SHRM)**.

    License
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class
    2 -Light. This class includes administrative and clerical positions requiring light physical eff ort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
