Under general direction, performs programming, data management, and systems management/analysis tasks and responsibilities, and supervises assigned programmer/analyst staff.
Currently, there is one (1) vacancy in the Information Technology Department. This position requires on-site work (no telecommuting).

Essential Functions Include But Are Not Limited To
Application Development and Support Services: Performs enterprise-wide business systems engineering, software product/tool selection and implementation, custom software system development and support, systems integration, value-added enhancement/extensions/interfaces to business systems, and ensures system security. Data Administration and Management: Performs data analysis, modeling, security, extraction and queries; develops and supports data naming standards; conducts database design, structuring, programming, maintenance, performance monitoring, and tuning; integrates database systems and subsystems into software applications; and supports end-user data selection, acquisition, and reporting. Systems Management/Analysis: Analyzes business processes; identifies workflows; performs re-engineering; defines requirements, prepares requests for proposals/quotations; evaluates and selects vendors; participates in contract negotiations and monitors compliance; performs data conversions and acceptance testing; and oversees the transition to the production environment. Supervisory Activities: Supervises and administers assigned staff; directs the activities of contractors and vendors; conducts staff assessments and performance evaluations; establishes staff development plans; balances priorities; and effectively assigns tasks to staff. Customer Service Activities: Organizes and delivers services to customers; and tracks performance and customer satisfaction.
Performs other related functions as required.
Minimum Qualifications
Five (5) years of recent, increasingly responsible senior-level experience involving software product selection and implementation, custom software development and support, and systems management/analysis experience on both purchased system implementation and custom system development projects. Graduation from an accredited four-year college or university in Computer Science, Information Systems, or Data Processing; or extensive coursework in computer programming and database design and development; or any equivalent combination of experience and training that provides the following knowledge skills and abilities:
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of: Supervisory principles and practices; customer service principles and practices; business applications, including Human Capital Management (HCM) systems (payroll, benefits, talent management, recruitment), financials, cashiering, payment processing, utility billing, and land management (permitting); computer operations; network operations (both enterprise-wide area networking and local area networking) and microcomputer support. Technical knowledge of: Microsoft Visual Studio; NET Enterprise development tools, VB.NET, and/or C#; Microsoft Structured Query Language (SQL) Server and/or Oracle Relational Database Management System (RDBMS), including database architecture/administration, design methods and techniques, Transact-SQL (T-SQL), and/or Procedural Language/SQL (PL/SQL); Microsoft Windows operating system platforms (enterprise and desktop); and web development using HyperText Markup Language (HTML), JavaScript, and Windows scripting. Ability to supervise and perform: Computer software application development and support functions and tasks throughout all phases of the software and service lifecycle; data management and administration functions and tasks; information technology-related consulting; and systems management/analysis for information technology initiatives throughout the project lifecycle. Ability to: Supervise a staff of information systems professionals; establish and maintain effective working relationships with City staff, outside vendors, and outside agencies; communicate effectively both orally and in writing; install, configure, and manipulate electronic devices; operate a variety of keyboards; lift objects up to forty (40) pounds; recognize and respond to alarm sounds and equipment-generated sounds; and read printed documentation and computer screens.
SPECIAL REQUIREMENTS Possession and retention of a valid driver’s license, or the ability to use alternative forms of transportation that reasonably meet the operational needs of the position, is a condition of continued employment. Willingness and ability to work irregular hours including evenings, weekends, and holidays as needed. Must be able to read printed documentation and computer screens.
