About the CalFresh Training Analyst: This Program Planning and Evaluation Analyst will be responsible for designing, developing, delivering, and maintaining operational and eligibility-related training materials for CalFresh program staff, including performing training needs assessments based on operational trends, technical errors, and policy updates. Additional responsibilities include:
- Collaborating with CalFresh Program Analyst’s to translate policy interpretation into operational practice
- Maintaining and updating key operational documents, including workflow process guides
- Creating and distributing a monthly newsletter highlighting programmatic updates and key information
- Participating in cross-functional initiatives to align processes where CalFresh intersects with Medi-Cal, Employment and Training, and other programs
- Making independent decisions regarding the development, formatting, and delivery of training materials, workflow updates, and communications
The ideal candidates for this position will possess many of the following:
- Strong knowledge of CalFresh eligibility factors and case processing policy and procedures
- The ability to translate complex information and system requirements into training materials and guides for staff

About the Clerical and Administrative Staff Analyst: This Program Planning and Evaluation Analyst will be responsible for designing and delivering clerical support training for both newly hired and experienced staff. They will oversee the standardization and maintenance of all clerical and administrative processes in the division to ensure consistency in procedures and streamlined service delivery. Additional responsibilities include:
- Performing needs assessments through individual evaluations and meetings with division leadership
- Planning for new clerical induction training classes to ensure effective training delivery and service delivery impacts are evaluated
- Scheduling learning activities on a daily, weekly, and monthly basis
- Developing and modifying curricula used in instruction, including learning activities that maximize transfer of learning
- Evaluating the effectiveness of instruction and making changes where necessary
- Revising curricula, activities, and instruction based on feedback from learners and their supervisors
The ideal candidates for this position will possess many of the following:
- Knowledge of Economic Assistance Division clerical and administrative processes
- Experience developing and presenting job-specific trainings to adult learners in a work environment
- The ability to work within statewide computer systems and databases as required by the work of clerical, reception, and imaging staff
- Experience with clerical functions supporting the CalFresh and Medi-Cal programs
- Knowledge of curriculum development and experience with training development and delivery

About the Reporting Analyst :
This Program Planning and Evaluation Analyst will be responsible for developing SQL queries to extract data from the statewide eligibility data system as well as designing and building reports and dashboards to visualize and distribute key data insights. They will participate in meetings with all California counties to discuss upcoming system updates, submit enhancement requests, and present proposals for voting. Additional responsibilities include:
- Communicating new reporting and data processes to staff, supervisors, and managers
- Providing implementation plans and responding to follow-up inquiries
- Creating and designing on-demand reporting tools that enable users to generate custom reports directly from state systems
- Making independent decisions on a day-to-day basis
- Collaborating with other Economic Assistance managers and department leadership to ensure smooth operations and alignment with program, division, and department goals
- Meeting with workgroups, supervisors, and management to receive, discuss, and analyze reporting requests
- Overseeing the daily operation of the Economic Assistance phone system, as needed
The ideal candidates for this position will possess many of the following:
- Strong proficiency in SQL query writing and experience in data analysis and reporting
- Advanced knowledge of Microsoft Excel, including the use of complex formulas, Pivot Tables, XLOOKUP, and VBA programming to streamline workflows and drive efficiency
- Experience with JavaScript, with the ability to support cross-functional projects that require both analytical and programming capabilities
- The ability to interact with a diverse group of people and collaborate as part of an interagency team
- Familiarity with economic assistance programs and business processes
- Experience working in a fast paced, dynamic environment
- Excellent written and verbal communication skills
- Experience designing dynamic reports and dashboards using business intelligence tools and creating on-demand reporting tools for custom reports
- Familiarity with project management practices and the ability to ensure smooth implementation of data processes
