    Description

    Understanding that people are the foundation for success, the City of Irvine seeks a highly-talented professional with a passion for servant leadership to perform a wide range of complex Human Resources functions in the Human Resources department.

    The Senior Human Resources Analyst will possess impeccable interpersonal skills; be adaptable and able to perform work in a fast-paced environment with changing issues; be a collaborative team player and creative thinker; and consistently exercise good judgment and problem-solving skills.

    This vacancy is for the supervisor of the recruitment team and will actively engage with departments city-wide on recruitment, onboarding, Workday implementation, and classification and compensation responsibilities.     This recruitment will supplement an existing eligibility list for the Senior Human Resources Analyst, which will expire on 10/16/2025. This list may fill future vacancies at this and lower-level classifications throughout the City.

    Your Impact

    • Coordinate and perform the work of multiple Human Resources functions relating to recruitment, policy formulation and interpretation, organizational development, Workday ERP implementation, employee relations, risk management, benefits, discipline, retention, and performance appraisal.
    • Lead and perform recruitment functions including developing recruitment materials and strategies, coordinating application screening and interviews, managing hiring and retention processes, and working with personnel consulting services for executive level recruitments.
    • Conduct classification reviews of existing positions and provide recommendations. Conduct surveys specific to salary, benefits, organizational structures, and best practices. Develop and revise class specifications.
    • Provide training and coaching to managers and supervisors regarding organizational development strategies, including leadership programs, employee performance, team development, conflict management, and succession planning.
    • Act as a subject matter expert on city policies and practices related to recruiting and classification & compensation, Human Resources and personnel management principles, and applicable ordinances, laws and regulations.
    • Interpret, advise, and provide assistance to City personnel regarding Human Resources programs, policies, and procedures, demonstrating a commitment to excellent customer service.
    • Perform professional research and analysis related to managing and improving citywide procedures while recommending creative solutions and innovative ideas.
    • Compile and interpret data, complex statistical and narrative reports, correspondence, memos and contracts; and prepare and present findings to support Human Resources initiatives and decision-making processes.

    Minimum Qualifications
    • Bachelor's degree in Personnel Administration, Human Resources, Public Administration o r related field.
    • Six years of responsible municipal management experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities.
    • Desirable Qualifications: Master's degree.
    • May require a valid California driver's license.

    • Experience and passion for Human Resources and the ability to be detail oriented while managing several projects simultaneously and working under pressure to meet deadlines.
    • Exceptional written and verbal communication skills, customer service abilities and flexibility.
    • Strong working knowledge of state and federal laws related to Human Resources functions.
    • Ability to handle sensitive information with the highest level of confidentiality.
    • Experience using Human Resources Information Systems (HRIS), NEOGOV, Workday, or similar Applicant Tracking System (ATS), and other relevant Human Resources software applications.
