    CAREER DESCRIPTION

    RESEARCH ANALYST IV

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an Open eligible list to fill current and future Research Analyst IV vacancies within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE AGENCY

    The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services (PHS) and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.

    THE DEPARTMENT

    Public Health Services (PHS) is an interdisciplinary service area at the HCA composed of six synchronized departments-OC Public Health Laboratory, Environmental Health Services, Communicable Disease Control, Community & Nursing Services, Clinical Services, and Health Promotion-that integrate and collaborate in the pursuit of preventing disease and creating conditions that enhance the health of both individuals and communities.

    THE OPPORTUNITY

    The Research Analyst IV (RAIV) in PHS will be responsible for the department’s quality, compliance, and effectiveness through an array of data/information management and quality management activities. The RAIV will interact with clients and cross-functional teams on public health, quality management and safety related topics. The RAIV must be able to work flexible hours, including weekends and holidays, and as requested during a public health emergency or as required to prevent health issues and ensure public safety.

    The RAIV may rotate through the department units and assignments may change based on advances in technology and program needs.

    The sample duties and responsibilities for the Research Analyst IV in PHS include, but are not limited to:
    • Maintain the department’s information management system, access controls, and associated workflows to maintain compliance with top standards and to safeguard information/data collected
    • Coordinate updates to the department’s information management system to meet the specific needs of the programs and streamline operational processes for efficiency
    • Provides training on how to use the department’s database/information management system effectively; provides ongoing support and resolves technical issues and address any user queries or system-related issues
    • Work with different areas within the department on various data and database projects and assignments such as automation, reporting, system upgrades, and new releases
    • Adopt and promote necessary tools and technology to eliminate manual processes and streamline workflows; explore new features, functionalities, and technological advancement solutions related to the database/information management system
    • Analyze data to monitor and report trends (e.g. turn-around-time, process and activity durations, inventory, volumes, etc.); compiles data, composes a summary of findings, and develops supporting narrative
    • Assess and execute processes to improve operational efficiency and ensure the delivery of high-quality services; identify and report quality issues and problems to management with recommendations for resolution
    • Advises operations and management regarding procedures and methods in the technical, scientific, or professional field to ensure compliance with local, state, and federal regulatory standards (e.g. CDPH, CLIA, CAP, EPA, NELAC, OSHA, CUPA/CERS)
    • Plans, organizes, administers, and communicates to all department staff initiatives to achieve program quality and safety including preparing reports including recommendations and conducting trainings to ensure processes and systems meet industry standards and federal, state, and local audit requirements


    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

    The ideal candidate will have four (4) or more years of experience that demonstrates the required knowledge and abilities to generate, organize, and maintain clinical, laboratory, public health, or environmental health information and other complex statistics or research data.

    In addition, the ideal candidate will possess knowledge and experience in the following core competencies:

    TECHNICAL EXPERIENCE | TECHNICAL KNOWLEDGE
    • Possess recognized expertise with department’s information systems functionality and data exchange structure to meet department’s operational needs
    • Proficiency with Microsoft Office software solutions, such as Word, PowerPoint, Excel, Outlook, MS TEAMS, SharePoint and OneDrive
    • Understanding of records retention guidelines in compliance with the County's records retention schedule, California Code of Regulations, Title 17 and similar laws defining citations related to public health record-keeping requirements
    • Knowledge of computer programming and processing methods to generate, organize and display a wide variety of complex statistics and other research data

    • Ensures sound management of systems that support department operations
    • Evaluates the quality of services for continued quality improvement
    • Directs the management of research projects at the program level
    • Identifies gaps and resolves complex technical problems with methods, procedures, and equipment, including documenting corrective action

    • Monitors interactions with customers and stakeholders to ensure they are conducted professionally
    • Contributes to a team environment in which team members freely contribute ideas, exchange feedback, and work together
    • Analyzes feedback and satisfaction data from internal and external customers
    • Ensures that customer needs, expectations, and requirements are consistently met

    INTERPERSONAL SAVVY | WRITING AND ORAL COMMUNICATION

    • Utilizes most effective and meaningful form to communicate information to internal and external partners
    • Ensures professionalism in communication with customers and stakeholders
    • Develops presentation materials to address learning preferences and styles
    • Develops workflows and processes to ensure paper and electronic documentation is centrally located and accessible
    • Ensures that departments informatics business needs are presented to stakeholders and partnerships channels

    Physical & Mental Requirements

    Possess the ability to independently reason logically to analyze data, reach valid conclusions and make sound recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

    Environmental Conditions

    Ability to work in an office environment with changing priorities, deadlines and multiple assignments concurrently.

    RECRUITMENT PROCESS

    Eligible List Once the assessment process has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
