    The San Bernardino County Department of Behavioral Health (DBH) invites qualified professionals to apply for the position of Behavioral Health Senior Program Manager over the Juvenile Justice Programs (JJP). Incumbents report directly to a Department of Behavioral Health Deputy Director and will be part of the Youth Collaborative and Justice Involved Services (YCJIS) division. YCJIS is comprised of JJP and Children and Youth Collaborative Services (CYCS). JJP oversees Specialty Mental Health Services (SMHS) provided in collaboration with Probation. CYCS emphasizes collaboration with Children and Family Services (CFS).

    This position will oversee the programs within JJP which include three (3) in-custody programs and two (2) out-of-custody programs with a total of approximately 75 staff, including three (3) managers and seven (7) clinic supervisors. Additionally, this position will oversee coordination of services in conjunction with Probation while implementing state mandates. Incumbents are responsible for the following:
    • Oversee daily administrative and clinical operations, ensuring compliance with federal, state, county, and department standards and other applicable regulatory requirements (e.g., National Commission on Correctional Health Care)
    • Ensure Department of Health Care Services (DHCS) contract requirements are met
    • Oversee two (2) Mental Health Program Manager II's and one (1) Mental Health Program Manager I and their corresponding teams
    • Oversee and review processes from various agencies, including, but not limited to the Department of Health Care Services (DHCS)
    • Develop and implement strategic plans and projects for the enhancement and expansion of JJP
    • Manage staff performance, providing guidance, training, and support to clinical and administrative personnel within the division
    • Collaborate with Probation in regard to the implementation, monitoring, and modification of jointly implemented programs
    • Fill in for Deputy Director at high level meetings, making decisions based on good judgment and best practice
    • Utilize information at the state level to proactively anticipate departmental needs
    • Plan for and lead department initiatives while thinking outside the box and optimizing efficiency
    • Additionally, this position is expected to be a subject matter expert regarding Justice Involve mandates and initiatives

    The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

    DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1000 positions and an approximate $700 million-dollar annual budget.

    CONDITIONS OF EMPLOYMENT

    Minimum Requirements

    Applicants must meet BOTH the education and experience requirements:

    EDUCATION: A completed master’s degree or doctorate degree obtained from an accredited institution in behavioral science/ behavioral health, social work, counseling, psychology, public health administration, business/public administration, hospital /healthcare administration or closely related field of study.

    -- AND--

    EXPERIENCE: Two (2) years of full-time management experience working in the Behavioral Health field including management of teams that include multiple disciplines. Qualifying experience must include a minimum of one (1) year of full time experience as second-level supervision (managing through subordinate supervisors and/or managers) in personnel administration, operations, budget/fiscal administration, contract development, procurement and/or data analysis and management in complex systems of care, including policy implications.

    Note: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    • Applicable Federal, State, and local laws, rules, and regulations relative to behavioral health with Justice Involved Youth, both in and out of custody
    • Socio-economic, environmental, and cultural factors that affect behavioral health/human behavior
    • Funding sources related to mental health, substance use and social services
    • Principles and practices of continuous quality improvement
    • Methods and techniques used in conflict management and negotiation

    The ideal candidate will have the ability to:
    • Plan, coordinate, assign, and review the work of subordinate staff
    • Work independently, prioritize work, coordinate activities and meet critical deadlines
    • Oversee and contribute to the effective use of data to provide aggregate and actionable information to both executive leadership and direct care staff
    • Review, analyze, interpret and summarize a variety of data and information
    • Investigate and resolve disciplinary issues
    • Develop cooperative and effective working relationships with others and maintain them over time
    • Identify complex problems, develop and evaluate options and implement solutions
    • Communicate clearly and concisely, both verbally and in writing
