    Description:

    If you're enthusiastic about researching and investigating program fraud, value integrity, and thrive in a collaborative environment, the Fraud Investigator role with the Program Integrity team offers a dynamic opportunity. This position is ideal for those seeking a balance between meaningful work and personal life, with a variety of responsibilities that engage both analytical and interpersonal skills.

    The Program Fraud Investigator is responsible for Investigating suspected Welfare Fraud and Intentional Program Violations (IPVs) by gathering, identifying, and maintaining the evidence necessary for prosecution and administrative disqualification hearings. The person in this role Investigates allegations of program abuse in all state and Federal human service eligibility programs by gathering, identifying and maintaining information and evidence necessary for administrative hearings and prosecution. The Fraud Investigator also implements disqualification penalties.

The ideal candidate will possess outstanding communication and organizational abilities, coupled with a strong aptitude for multitasking. Key responsibilities include managing multiple priorities, adhering to deadlines, and interpreting Colorado Revised Statutes, as well as federal and state laws and regulations. The role demands handling sensitive and confidential information with the utmost discretion.

    SCHEDULE:

    This position will have a hybrid work schedule both in office and remotely. Please note that during the training period needed for this position, you will be required to be on-site.

    COMPENSATION:

    Hiring Range: $30.00 - $32.00 USD Hourly

    Compensation will be determined based on education, experience, and skills.

    ESSENTIAL DUTIES:

    TheFraud Investigatorwill:
    • Research, track and investigate allegations of welfare fraud.
      • Conduct extensive research across multiple database systems.
      • Gather,identify,and maintainthe evidence necessary for administrative action or prosecution of welfare fraud.
      • Reviewall pertinent case files and information to determine scope and method of investigation needed.


    • Interview program clients, relatives, neighbors, acquaintances, employers, etc. through home and field visits when necessary to secure information and evidence pertinent to theinvestigation.
      • Obtainand reviewrecords and documents maintained by financial institutions,employers, landlords, andothergovernmental agencies.
      • Conductinternal investigations as directed bymanagement.
      • Review, research, and interpretColorado Revised Statutes, Federal and state laws and regulations.
      • Useindependent judgment to determine severity of offense and if criminal or administrative remedies will be sought.


    • Write a detailed investigative report summarizing the scope and conclusion of the investigation.
      • Manage and track deadlines on all open and closed investigations.
      • Preparedetailed state level hearing packets. Prepareand file detailed District Attorney (DA) case filings.
      • Ensurequality of investigation.


    • Testify at administrative or judicialproceedings,acting as an expert or advisory witness. Implement and impose intentional program violation (IPV) disqualifications for individuals found guilty through an administrative or criminal proceeding.


    • Other duties and responsibilities as assigned.

    Minimal Qualifications :
    • Bachelor’s degree, preferably in Social Work, Criminal Justice, or a related field and
    • 1 year of work-related experience.
    • Note an equivalent combination of education and experience is acceptable.


    Preferred Knowledge, Skills and Abilities:
    • Expertise in research and investigative work
    • Experience with CBMS
    • Exceptional written and verbal communication skills
    • Strong ability to manage time effectively
