    About the Opportunity

    THE IDEAL CANDIDATE
    The Public Works Department is looking for a motivated team lead to supervise the day-to-day functional operations of the Morgan Road Sign Shop, provide support with the complex administrative needs of the Department, and oversee the Road & Bridge Division inventory controls. The ideal candidate will possess both mechanical and administrative proficiencies, demonstrated through experience providing financial support and/or inventory management.

    THE POSITION
    The Public Works Department supports the Board of Supervisors’ goals and priorities of a well-planned infrastructure system and efficient delivery of public services through its five major operating divisions. The department strives to be the leading Public Works Department through innovative stewardship of infrastructure and environment. The Administration Division is responsible for coordinating the work in all other divisions. The Engineering Division designs, surveys and inspects roads and bridges while the Road and Bridge Operations Division maintains them. The Morgan Road Shop is responsible for repairing and servicing Public Works vehicles. Staff Services Technician, under general supervision; perform a variety of responsible sign shop duties in the Roads Sign Shop of Public Works, using judgment and initiative in developing work methods to perform assigned projects and other work as required.

    Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services Bargaining Unit for labor relations purposes.

    Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

    Typical Tasks

    • Supports Finance Division operations including but not limited to the procurement process;
    • Oversee Sign Shop operations;
    • Maintain inventory for Roads Division;
    • Support the complex administrative needs of staff;
    • Gather coordinate, and organize information and data for required record keeping and reporting needs;
    • Create and prepare statistical reports related to operational functions;
    • Perform and supervise routine administrative and clerical tasks;
    • Utilizes Manual on Uniform Traffic Control Devices (MUTCD) standards to fabricate traffic signs;
    • Make required/requested traffic signs for the Road and Bridge Division;
    • Maintain inventory of pre=made traffic signs;
    • Maintains sign, small tools, supply, and safety equipment inventories for Road and Bridge Operations Division;
    • Maintain safety equipment inventory such as work shirts, hand tools, personal protective equipment, and road closure materials;
    • Distribute inventory as needed to Public Works employees;
    • Keeps inventory records and maintains sufficient supplies on hand to fill anticipated needs;
    • Takes proper care of stock and supplies on hand, and maintains equipment;
    • Maintains inventory control records indicating quantity on hand, maximum and minimum stock levels, and usage dates;
    • Prepares and follows up on purchase requisitions for sign materials and supplies;
    • Maintains filing system to insure accuracy, easy access and propriety;
    • Gathers and organizes information and data for required record keeping and reporting needs, analyze data and present logical conclusions/solutions;
    • Codes data on prescribed forms for computer input to maintain department records;
    • Uses GIS software to access Assessor’s maps to provide record of easements info to field personnel;
    • Performs special projects;
    • Maintains proficiency in the use of software and hardware used by the department;
    • Recommends repair, replacement, or purchase of new equipment as pertains to signs;
    • Processes invoices to ensure billing is proper and correct;
    • Prepares and updates related source documents for input into the County database for GIS/CAMS/Oracle FMS; and,
    • Other duties as assigned.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE

    • Modern office practices/record-keeping;
    • Statistical record-keeping and reporting concepts, methods and techniques;
    • Data processing relating to budget control or payroll; spelling, grammar, and elements of proper writing procedures;
    • Principles and techniques of employee supervision; and
    • Spelling, grammar, and elements of proper writing procedures .

    SKILLS/ABILITIES

    • Supervise staff conducting technical assistance;
    • Work independently, under general supervision;
    • Interpret and prepare statistical reports;
    • Communicate effectively;
    • Speak and write in a clear, concise manner;
    • Effectively manage time and prioritize work tasks around strict timelines and deadlines;
    • Develop and maintain record-keeping systems and electronic databases;
    • Prepare recommendations for Departmental and County review;
    • Sit at a desk for extended amounts of time;
    • Lift, bend, stoop and reach overhead; and
    • Push, pull, squat, twist and turn.

    EDUCATION/EXPERIENCE
    PATTERN I

    • Completion of thirty (30) college semester units in Public or Business Administration or related area.

    PATTERN II

    • Two (2) years performing highly complex clerical duties with lead-worker, programmatically or accounting responsibilities.

    DESIRABLE QUALIFICATIONS
    In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications. Please list any of these qualifications you may have within the “Duties” section of the online application. (Desirable Qualifications must be measurable.)

    • Two (2) or more years of professional experience in construction or trade industry; OR
    • Two (2) or more years of professional experience using Oracle Enterprise Resource Planning (ERP) for financial reporting, analysis, and/or accounting.

    EXAMINATION PROCESS

    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
