    The Human Resources Department is seeking a collaborative and innovative Human Resources professional to be our next Disability and Accommodation Services Coordinator (Senior Human Resources Analyst Classification). The incumbent will serve as the County’s primary resource for matters related to compliance with the Americans with Disabilities Act (ADA) and reasonable accommodation requests. Responsibilities include responding to inquiries from management and staff; facilitating and actively participating in the interactive process; advising County departments on disability accommodations, and career restructuring; assisting supervisors and managers in identifying essential job functions in accordance with ADA requirements. The incumbent will also develop, update, and distribute policies and procedures to ensure compliance with applicable disability laws; stay informed of legal developments and emerging interpretations through ongoing review and training; and design and deliver training programs for managers, supervisors, and Human Resources professionals to enhance their understanding of legal obligations and foster sensitivity in handling disability accommodations.

    This classification is part of a flexible series. Incumbents appointed at a lower level of the career series may be promoted up to the highest level of the career series subject to meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

    The Eligible List established by this recruitment process may be used Countywide to fill current and future vacancies in the Human Resources Analyst I/II/Senior series on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    • Advises department heads, managers, supervisors and employees in assigned area in the interpretation and application of human resources rules, regulations, policies, practices and procedures; investigates and analyzes problems and complaints related to human resources practices to provide solutions and alternatives, and prepares reports of findings; analyzes internal policies and procedures to determine and recommend changes and improvements; implements new and modified policies and procedures; provides technical expertise on human resources management issues and Disability and Accommodation Services.
    • Assumes primary supervisory responsibility for complex programs and projects as assigned, including but not limited to acting as lead analyst on Disability and Accommodation Services, large-scale recruitments, test development, classification studies, and training development; prepares project plans, including dates, milestones, and list of resources needed.
    • Provides generalist human resources services including but not limited to the areas of reasonable accommodations, the interactive process, recruitment, and classification.
    • Prepare, present and evaluate Countywide, special or standardized training programs in assigned functional area for departmental and County staff.
    • Assists in the development and revision of human resources programs, policies, procedures, and rules.
    • Coordinates programs and projects and works in conjunction with other human resources specialty areas, e.g. the Civil Rights Office, County Counsel and others as required. May participate in County Equal Opportunity Employment program, including investigation of complaints and preparation of responses to complaints filed with agencies such as the California Civil Rights Department, Equal Employment Opportunity Commission, etc.
    • May be assigned as a Disaster Service Worker as required.

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills and abilities:

    Thorough Knowledge of:
    • Principles and practices of human resources management/administration and related program areas, including the development, preparation, implementation and administration of recruitment, examination, selection, classification and compensation administration, organizational development, employee and labor relations, Equal Employment Opportunity programs and processes, the American with Disabilities Act, and California Fair Employment and Housing Act.
    • Principles and practices of employee benefits and services programs and functions including reasonable accommodations.
    • Research, methods, data collection and analysis.
    • Business English grammar and usage, punctuation, and spelling; and business letter format principles.


    Working Knowledge of:
    • Functional responsibilities of a human resources department.
    • Federal, state and local laws, rules, regulations and ordinances pertaining to employment practices, Equal Employment Opportunity programs; public sector human resources policies, rules, and practices knowledge.
    • Principles and practices of public human resources management, including recommendations for hire, supervision, training, evaluation, counseling and discipline, reasonable accommodations, and the interactive process.
    • Principles and practices of project management, including planning, organization, coordination, scheduling, and oversight of project progress.


    Some Knowledge of:
    • Principles and practices of policy development and report writing.
    • Principles and practices of customer service.
    • Capabilities and applications of human resources information systems, including tracking and reporting data, record management systems, and communicating information.


    Skill and Ability to:
    • Organize, prioritize, delegate, and coordinate work; work independently; manage and balance multiple, competing and changing priorities; produce accurate information in short timeframes as directed.
    • Collect, research, analyze, evaluate and interpret a variety of complex, narrative, and statistical data, information, issues and/or problems, in order to make sound judgments, logical decisions, and defensible recommendations, or to prepare reports on a variety of administrative, fiscal and management activities and issues and administrative studies; plan, organize and coordinate research and statistical work performed by staff.
    • Recognize, identify, and resolve conflict or problems of a sensitive or political nature; analyze situations, employ creativity in resolving problems; select alternatives, communicate and project consequences of proposed actions; negotiate mutually satisfactory solutions to problems.
    • Plan, initiate, and coordinate action for implementation of effective recommendations in support of departmental objectives and goals regarding policies, procedures, organization, operations, programs and other human resources program areas.
    • Communicate effectively, both orally and written, in order to prepare administrative, technical, and statistical reports concerning various program areas, services, and projects; to make effective and persuasive oral presentations; to present recommendations and conclusions; to promote or gain concurrence and the cooperation of others through discussion and persuasion; and to make presentations before groups with varying levels of technical knowledge.
    • Establish and maintain effective working relationships with others, including County officials, department heads, managers, employees, employee organizations/representatives, other public agencies, and the public; provide excellent/courteous customer service.
    • Exercise objectivity, independent and sound judgment and initiative.
    • Understand, interpret, explain and apply appropriate provisions of applicable local, state and federal Equal Employment Opportunity laws, ordinances, rules, regulations, memoranda of understanding, operating procedures/processes, and technical concepts.
    • Maintain confidentiality of information.
    • Investigate, mediate, and resolve employee complaints, disciplinary issues, and grievances related to assigned area including but not limited to Disability and Accommodation Services, recruitment, and classification.
    • Use a personal computer and standard/general business software; learn and use specialized computer applications; input, store, access and analyze data; develop, implement and maintain various databases and other human resources information systems.


    Examples of Experience/Education/Training

    Any combination of experience, education and/or training which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Education: Graduation from an accredited college or university with a bachelor’s degree with major coursework in human resources, public or business administration, industrial relations, or a related field.

    AND

    Experience: Two (2) years of progressively responsible journey level human resources experience, which included experience in the areas of recruitment and classification, comparable to the classification of Human Resources Analyst II with the County of Monterey. Directly related experience with the American with Disabilities Act (ADA) compliance and reasonable accommodation requests is highly desirable.

    CONDITIONS OF EMPLOYMENT

    The required conditions of employment include, but are not limited to the following:
    • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
