    The Job

    San Bernardino County is seeking an experienced and visionary IT Division Chief - Business Relationship Management (BRM) to lead a dynamic team of Business Relationship Managers. This key leadership role reports directly to the Assistant Chief Information Officer (ACIO) and acts as a strategic partner to County departments, aligning business goals with practical and innovative technology solutions.

    The IT Division Chief will play a central role in driving innovation, enhancing service delivery, and ensuring that IT investments deliver measurable value. Through strong leadership, collaboration with stakeholders, and advocacy for customers, the incumbent will translate the County’s strategic objectives into actionable IT initiatives.

    Key Responsibilities:
    • Provide strategic direction and leadership to the BRM team fostering trusted partnerships between the Innovation & Technology Department and County departments.
    • Serve as the primary advocate for customer needs and priorities, ensuring alignment with IT capabilities and service delivery standards.
    • Guide departments in identifying technology-driven opportunities and crafting business cases for IT investments aligned with County-wide strategic goals.
    • Lead enterprise-wide initiatives to advance digital transformation, improve service outcomes, and promote an agile, innovative service culture.
    • Oversee the creation, monitoring, and reporting of key performance indicators (KPIs) to evaluate the effectiveness of relationships and the impact of technology.
    • Develop and maintain strategic roadmaps to enhance customer engagement and improve transparency in IT planning and execution.
    • Facilitate cross-departmental collaboration and remove barriers to ensure the success of projects and initiatives.
    • Champion IT governance and stakeholder feedback loops to foster transparency, accountability, and continuous service improvement.
    • Mentor and coach BRM team members to build capacity and strengthen stakeholder relationships across the County.
    • Stay informed about emerging technologies and public-sector IT trends to continually improve stakeholder value.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, candidate must undergo a background check, which includes fingerprinting and a medical exam.

    Travel:
    Travel throughout the County may be required. Employees will be required to make provisions for such transportation.

    Sponsorship:
    San Bernardino County is unable to consider candidates who require Visa sponsorship at the time or in the future. Candidates must be able to present their legal right to work in the United States.

    Minimum Requirements

    Candidates MUST possess the required education and experience in ALL of the following areas in order to qualify.

    EXPERIENCE: Seven (7) years of full-time equivalent experience in IT leadership, stakeholder engagement, or Business Relationship Management roles within large public sector or enterprise environments. MANAGEMENT: Three (3) years full-time equivalent experience as an IT Manager over staff engaged in business analysis, enterprise system support, or oversight and management of IT projects. Experience may be concurrent.
    EDUCA TION: A completed bachelor's degree from an accredited college or university computer science, information technology, business administration, public administration or closely related field.

    Substitution: Two (2) additional years of qualifying experience may substitute for required education.

    Desired Qualifications

    The ideal candidate will possess:
    • A master's degree in Information Technology.
    • Seven (7) to eight (8) years of proven experience in IT leadership, stakeholder engagement or BRM roles.
    • Strong interpersonal, communication, and leadership skills with a customer-service orientation.
    • Demonstrated ability to lead and develop high-performing teams.
    • Experience implementing IT governance frameworks, service portfolios, and business outcome-driven performance metrics.
    • BRMP. CBRM, or similar Business Relationship Management (BRM)?ITIL certifications are highly desirable.
