    CAREER DESCRIPTION

    PERMIT TECHNICIAN

    SALARY INFORMATION

    In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an open eligiblelist to fill current and future Permit Technician vacancies within OC Public Works. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    OC PUBLIC WORKS
    OC Public Works provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

    OCPW is a unique County department comprised of ten (10) service areas: Administrative Services; Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; and OC Operations & Maintenance.

    OC DEVELOPMENT SERVICES
    OC Development Services oversees the planning and development entitlement requirements for private and public projects within the County’s unincorporated areas. This includes permit processing, inspection services and management of zoning, building and code regulations - all to ensure safe and responsible property development and community standards.     THE OPPORTUNITY
    The Permit Technician will serve as the main point of contact in which the public interfaces with the County in the Permitting Division. Incumbents are required to possess an understanding of state laws, codes, and ordinances that apply to land use and development. Incumbents also have primary responsibility for frontline processing of permit applications and will be required to provide exceptional customer service to various agencies, the public, and County employees. The Permit Technician must have the ability to act independently, and guide members of the public and County employees in interpreting rules, regulations, policy and procedures related to zoning, building, and subdivision ordinances and attendant regulations.

    The Permit Technician's job duties include, but are not limited to:
    • Reviewing, reading, interpreting, and explaining laws, codes, and ordinances to members of the public, County employees and representatives from outside agencies pertaining to County land use, construction, and permitting processes
    • Communicating effectively in person, on the telephone, and in writing to provide responsive and exceptional customer service
    • Serving as the first point of contact for processing various land use, development, and construction permits to the public, property owners, developers, and construction professionals
    • Calculating various types of fees using County established fee schedules
    • Reviewing architectural and structural drawings and other construction specifications to determine if such documents may be accepted for building and zoning review
    • Using computer software systems such as mapping tools, Land Management System, and other database systems such as excel spreadsheets and Microsoft Office applications
    • Providing in-person and online support to internal and external customers
    • Issuing various private property and right-of-way permits such as building, grading, and encroachment permits
    • Participating in external site visits
    • Reviewing and approving less complex projects


    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    In addition to the minimum qualifications, the ideal candidate will possess knowledge and/or experience in the following core competencies:

    Technical Experience | Technical Knowledge
    • Strong computer skills and knowledge of Microsoft Office software programs, and office equipment
    • Interpreting maps, building plans, design plans, specifications and working plans related to Planning and Land Use, Applications and Permits
    • Understanding and applying building code, zoning and land use rules and regulations, and other State and County ordinances

    Customer Service
    • Strong customer service skills for internal and external customers
    • Interacting with customers for prolonged periods of time at the permitting counter, over the phone, or via email (online portal)
    • Exercising tact, good judgment, and patience in assisting the public
    • Works well in a team environment

    Oral | Written Communication Skills
    • Accurately and concisely exchanging information with others, both orally and in writing
    • Comprehending and interpreting technical material related to the job and catering the information appropriately to the receiving audience
    • Asking questions, listening for information, responding to customers, and entering data and notes into an automated permitting system

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all applications to identify qualified applications. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

    Structured Oral Interview | SOI (Weighted 100%)
    Applicants will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
