    Description

    The Modesto Irrigation District is currently recruiting to fill one full-time regular position to provide dispatching and control of electrical and irrigation operating systems, while maintaining continuous observation with visual attendance. Dispatcher: As per the NERC Reliability Standards requirement for a Transmission Operator as defined by NERC, will maintain the responsibility and authority to implement real-time actions to ensure the reliable operations of the Bulk Electric System and Distribution system under direction from the Power Operations Supervisor or Dispatching Shift Supervisor. Apprentice Dispatcher: Under direct supervision from the Dispatcher and/or Dispatching Shift Supervisor will perform real-time actions to ensure the reliable operations of the Bulk Electric System and Distribution system in addition to completing the training requirements of the Apprentice Dispatcher Initial Training Program.

    Any Qualified Individual May Apply . This is a non-exempt position and is allocated to the Utility Services and Maintenance Bargaining Unit. The list established as a result of this recruitment may be used to fill other Dispatcher/Dispatcher Apprentice vacancies that may occur within the District through June 9, 2026.

    If there is a lack of qualified candidates at the Dispatcher Journey level, the position will be filled at the Apprentice level and the incumbent's training and advancement will be governed by the District’s Apprentice Dispatcher Training Program. Successful candidates at the apprentice level will be required to sign an Apprentice Agreement prior to beginning the Apprentice Training Program. Copies of the Apprentice Training Program and Apprentice Agreement are available in the Human Resources Department for review.

    Examples of Duties

    Dispatcher Apprentice

    Duties may include, but are not limited to, the following:
    • Monitor and control the operation of electrical and irrigation facilities; assure compliance with District and other agency requirements
    • Observe and enforce District Safety Rules
    • Coordinate electric generation and water control
    • Issue switching orders
    • Maintain communication with District personnel, other agencies and the public as required
    • Respond appropriately to directives from the Balancing Authority or designee and the Reliability Coordinator; prepare logs, records, and reports
    • Monitor control center premises for security and building system operations.
    • This position involves mandatory shift, weekend, and holiday work including 10 and/or 12-hour rotating day/night, and/or relief shifts during a 28-day scheduling period

    Other Related Duties
    Other duties as assigned .

    Typical Qualifications

    Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:

    Education : High school diploma or equivalent. NERC Certification for a Transmission Operator required upon completion of the apprenticeship program.

    Experience : Successful completion of an apprenticeship program in electric power system dispatching or station operation and NERC Certification is required for advancement to the journey level. Two (2) years experience in a related area for the apprentice level.

    Knowledge and Abilities:
    • Knowledge of water and power system dispatching; generation, transmission, distribution, control and protective equipment; safety practices; interconnected utility operations.
    • Ability to use a computer to effectively prepare reports, documents and communicate using email; ability to read drawings, schematics and maps; prepare clear, complete and concise written reports and procedures; follow oral and written instructions; work cooperatively and communicate effectively with others.
    Special Requirement : Must have a valid California Class C driver's license. Must possess and maintain a NERC certification as required for a Transmission Operator as defined by NERC.

    Applications will be reviewed on a comparative basis and only those most qualified will be invited to continue in the selection process which will consist of an overall assessment of the individual's skills through (1) written exam; (2) oral interview, and (3) review of personnel file and contacting of references to include current and former supervisors. The applicant must perform successfully in each phase of the testing in order to continue in the selection process.
