JOB SUMMARY JOB SUMMARY Patrols city parks, surrounding areas and responds to City facilities as needed, to ensure the safety of citizens. Enforces city ordinances and state laws. Ensures that all City Marshal’s Office employees are current on required training. Supervises assigned employees and responsible for assigned areas of responsibility. Reports to the City Marshal .
ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Patrol all city parks, surrounding areas and responds to City facilities as needed, by foot, kayak, ATV, and vehicle, ensuring the safety and security of park patrons. Educates patrons regarding city ordinances and state laws. Issues verbal and written warnings, parking citations, and criminal citations, removes and/or arrests violators. Works special events directly with the public to encourage voluntary compliance with city ordinances. Regulates parking in all city parks by several methods including, but not limited to, traffic control, signage, road barrier controls, citations, and physical controls.Maintains the schedule for Deputy Marshals. Approves reports submitted by Deputy Marshals. Handles emergency situations that may arise in the city with a primary focus on the City Marshal geographic area of responsibility. Manages assigned programs such as Field Training Officer (FTO)/FTO program. Supervises Deputy Marshals and other staff as assigned. Participates in the selection process for assigned staff, developing, coaching and discipline. Additionally, responsible for payroll, medical records, timely submission and approval of offense reports, oral and written communications, presentations to committees and councils, proposals, grant writing, personnel management, organization, budget process, purchasing/requisitioning, scheduling and coordinating special events, and staffing schedules for deputy marshals.Attends meetings and training sessions as required.Miscellaneous:
- Understanding of the Incident Command System (ICS).
- Coordinates with other city departments, police, fire, EMS, and outside agencies for special events and incident management in the park.
- Performs other duties as may be required by the nature of the position.
DECISION MAKING - Considerable knowledge of methods used with the public regarding city ordinances and state law to gain voluntary compliance.
- Ability to analyze situations and adopt an effective and reasonable course of action. Ability to communicate policy, ordinances, routine, and emergency traffic.
- Ability to understand and follow written and verbal instructions, department policies, rules, and regulations.
- Knowledge of the use and care of equipment and vehicles used by the City Marshal’s Office.
- Makes decisions regarding customer service and problems that may arise during the normal course of business.
- Knowledge of San Marcos parks, green spaces and river areas. Experience dealing with large crowds.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS - High school diploma or GED
- Five years of experience as a full-time peace officer.
- Commensurate combination of education and experience may be considered.
- TCOLE Peace Officer license, advanced or higher is required.
- Must be a TCOLE certified FTO with one (1) year ofFTOexperience or one (1) year experience in managing/coordinating a FTO program.
- Must be a TCOLE certified instructor
- Ability to swim
- Valid Texas Driver's License
- Must be current on continuing education hours and qualifications required by TCOLE.
PREFERRED QUALIFICATIONS - Bachelor’s degree in a related field.

- Ability to write incident reports, correspondence, and memos.
- Extensive contact with the public; must be able to interact in a courteous and professional manner. Must apply and explain city ordinances and state laws; ability to work effectively with a variety of individuals including students, citizens, and civic groups.
- Must maintain a favorable relationship with the members of the police, fire, and EMS departments as well as other city employees.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 60 pounds regularly. Subject to standing, walking, running, sitting, crouching and crawling lifting, pushing/pulling, reaching, kneeling, bending, twisting, and climbing occasionally.
Working conditions involve most of the position’s time spent outdoors, patrolling city parks in various weather conditions. May be exposed to conditions that threaten safety and health. Works weekdays, weekends, and holidays year-round.
