    San Jose’s Human Resources Department offers key strategic support to the City and is responsible for the following core services:
    • Employee Benefits - Provide benefit programs that best meet the needs of employees, retirees, their dependents, and the City, assist participants in effectively utilizing their plans and promote employee wellness.
    • Employment Services - Facilitate the City’s ability to attract and hire a diverse and talented workforce.
    • Health and Safety - Provide services that promote employee health, safety, and well-being.
    • Recruitment and Workforce Development - Lead Citywide recruitment strategies and oversee employee training and pipeline initiatives that drive growth, engagement, and long-term retention.
    • Strategic Support - Supports Citywide Human Resources Systems Management and Records Management, Departmental Administration, Customer Service, Personnel Management, Financial Management, and Emergency Response and Recovery.

    The Employee Benefits team is comprised of eleven members which includes the Division Manager, two Senior Analysts, three Analysts, four Staff Specialists and one Principal Office Specialist. The Benefits team administers the City’s benefits programs including medical, dental, vision, employee assistance program, life, disability, flexible spending, voluntary insurance, and deferred compensation programs, as well as leaves of absence, new employee orientations, and a robust wellness program.

    Position Duties

    The Human Resources Department is recruiting to fill an Analyst (I/II) position within the Benefits Division.

    The salary ranges for the Analyst I/II classifications are:
    • Analyst I: $89,849.76 - $109,200.00
    • Analyst II: $98,039.76 - $119,159.04

    The salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual classification and salary shall be determined by the final candidates’ qualifications and experience.

    Effective the first full pay period of Fiscal Year 2025-2026, this position’s salary range will receive an increase by approximately 3.50%.

    The Analyst position, with general supervision and guidance, will provide professional level administrative and analytic work in support of assigned duties. The position requires a motivated, positive, people-person with a strong work ethic and the ability to provide excellent customer service to City employees and retirees. Strong organizational and communication skills are also required. The candidate must be able to build effective working relationships with coworkers, employee representatives, key stakeholders in partner departments such as Finance-Payroll, Employee Relations, and IT, as well as with vendors. Attention to detail and Microsoft Excel proficiency is critical and the successful candidate must be able to handle multiple projects at once with a customer centric philosophy.

    Key responsibilities and duties may include, but are not limited to the following:

    Benefits Administration
    • Oversee, coordinate, and deliver New Employee Orientations to provide a comprehensive overview of benefits offerings.
    • Manage, with the support of the team, the annual Open Enrollment process, including planning, communication, and execution.
    • Administer insurance and benefits provider contracts, reconciliations, and procurement efforts, while ensuring compliance and high-quality service delivery.
    • Lead and/or participate in the Request for Proposals (RFP) process for employee benefit programs.
    • Research and resolve employee benefits issues, serving as a lead service resolution contact for staff and acting as a liaison between employees and providers.
    • Prepare memos and reports for senior management, City Manager, and City Council regarding benefits.
    • Manage, design, audit, and source content for the Employee Benefits website and Intranet sites with up-to-date information and resources.
    • Create and distribute communication materials related to benefits programs and updates.
    • Provide support to special committees and manage ad hoc projects as needed.

    Absence Management/Leaves of Absence
    • Process leaves of absence applications, ensuring accuracy and timeliness. Manage assigned Departments' leaves and provide guidance to Staff Specialists processing leaves.
    • Determine employee eligibility for leave programs, including FMLA, CFRA, and PDL.
    • Counsel employees, supervisors, and Department Liaisons on leave benefits, policies, and procedures.
    • Provide employees with clear information about wage replacement, deductions, and payments during absences.
    • Ensure compliance with medical certification requirements and process leave extensions.
    • Coordinate employees’ return-to-work transitions, ensuring seamless reintegration.
    • Serve as lead for initial staff questions on Leave of absence case management.

    Budget Administration
    • Budget administration tasks such as data entry, projections, forecasts, modeling, tracking, and financial reporting
    • Perform monthly data entry into budget tracking spreadsheets from financial reports.
    • Update and determine budget projections and forecasts for benefits programs.
    • Analyze and track financial activity related to benefits programs and report findings.
    • Collaborate with Finance-Payroll and other departments on budget reconciliation and planning.

    Stakeholder Collaboration and Customer Service
    • Build and maintain effective working relationships with coworkers, employee representatives, key stakeholders, and vendors.
    • Provide exceptional customer service to employees, addressing inquiries and resolving issues promptly.
    • Ensure compliance with federal regulations, such as Department of Labor standards, and City policies.
    • Identify and solve service issues and/or service enhancement opportunities.

    Other Duties
    • Supervision of staff, including training, oversight of duties, and performance management.
    • Oversee service delivery systems for benefits administration and absence management.
    • Handle complex benefits inquiries and provide expertise on evolving benefits technologies, policies, and offerings.
    • Adapt to organizational changes and assist with implementing new technologies and plan offerings.


    Minimum Qualifications

    Education and Experience
    Analyst I

    A bachelor’s degree from an accredited college or university.

    Analyst II

    A bachelor’s degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution

    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    Basic Competencies

    (Needed at entry into the job in order to perform the essential duties.)

    Job Expertise - Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.

    Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.

    Computer Skills - Experienced at a proficient level, with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.

    Experience with Excel formulas, Pivot Tables, and functions (including VLOOKUP) is preferred.

    Experience with Human Resources Information Systems is also preferred.
