The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance abuse. The Department of Consumer and Business Affairs' Housing and Tenant Protection Bureau is seeking qualified candidates to fill emergency Program Manager I vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet all the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Program Manager I. Essential Job FunctionsThe Program Manager I will be responsible for, but not limited to the following:
Assists the Program Director in formulating and developing plans, policies and projects for the program.
Directs the work of the non-professional staff and coordinates the activities of the professional and technical staff in implementing the policies and goals of the program including the development of new methods and procedures for the implementation of program goals.
Administers and disburses grant funds contingent on application approval, eligibility, and compliance with grant program requirements.
Directs the recruitment and hiring of non-professional personnel.
Maintains liaison with various agencies and organizations, including County departments, local, state and federal agencies, community agencies, and other concerned parties, both public and private.
Prepares grant requests, develops budget requests, maintains fiscal control, and directs maintenance of an accounting system for reporting and auditing purposes.
Develops statistical and accounting procedures, and ensures that adequate reporting systems are set up to meet established requirements for funding and adequate evaluation of the program.
Prepares and administers contracts for services with outside agencies.
Arranges for adequate space, facilities, and equipment for all program operations.
Directs studies of workload requirements and makes staffing adjustments.
RequirementsMINIMUM REQUIREMENTS:OPTION 1Graduation from an accredited four-year college or university with a Bachelor's degree* and two years of experience in a general administrative staff capacity** analyzing and making recommendations for the solution of problems of organization, systems and procedures, programs, facilities planning, budget or personnel. One year of the experience must have been assisting in the development and implementation of programs impacting the public. A Master's degree* or higher from an accredited graduate school will be accepted for one year of the experience.
OPTION 2One year of experience in the County of Los Angeles as an Administrative Assistant II.

**Administrative staff capacity: Performs work typically in an administrative services branch of an organization unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of information services, programs, and general management.
NO OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED FOR THIS EXAMINATION.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS: Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
