Position Information This AVC is a senior leadership role reporting to the Vice Chancellor of Human Resources and is responsible for overseeing systemwide collective bargaining, and employee & labor relations programs across 23 campuses. As the Chief Labor Negotiator for the CSU system, the AVC leads negotiations, develops strategies, and ensures compliance with relevant labor laws, policies, and Board of Trustee directives.
This position will oversee a team, manage the collective bargaining process, provide strategic direction, and serve as the primary advisor to CSU executives and campus leadership on labor relations matters. The AVC is expected to foster strong relationships with union leaders and campus administrators, ensuring effective dispute resolution while advancing the system's strategic goals.
Key Responsibilities •
Represents CSU leadership in collective bargaining and serves as the primary spokesperson in negotiations with CFA and CSUEU.

Oversees systemwide bargaining and employee relations programs, including grievance investigations and dispute resolution.
•
Directs and trains staff on arbitration, mediation, fact-finding, and meet-and-confer cases.
•
Collaborates with the General Counsel's office on the interpretation and application of HEERA and related laws.
•
Works with various CSU departments to align on collective bargaining issues.
•
Develops and recommends negotiation strategies and oversees negotiation teams.
•
Leads the development of labor relations policies and coordinates research for collective bargaining agreements.
•
Manages representation matters and oversees responses to Unfair Labor Practice charges.
•
Oversees the meeting and confer process and assigns negotiators for contract bargaining.
•
Supervises, coaches, and mentors bargaining and labor relations staff.
•
Provides legislative analyses and briefings to the Board of Trustees and external groups.
•
Responds to internal and external data requests.
Qualifications - Bachelor’s degree with a minimum of 10 years of demonstrated experience in higher education negotiations, collective bargaining, and labor and employee relations, including experience as a chief negotiator and dispute resolution.
- Experience within the California State University System
Preferred Qualifications - Master's Degree, Juris Doctor (JD) or equivalent advanced degree.
