    ABOUT THE POSITION

    The Clark County Office of Public Safety is seeking qualified candidates to apply to the Chief of Office of Public Safety position. This position requires a Nevada State Peace Officer Standards and Training (P.O.S.T.) Category I Certificate at time of application. This position will manage the Office of Public Safety and provide supervision to all the public safety officers assigned to this department. This position is responsible for the planning, organizing, administering the functions of the work unit; overseeing shift assignments; reviewing and evaluating work; and making recommendations regarding the selection of staff. Patrols County parks and other County facilities, assists in public, makes arrests, controls crime, prevents or detects violations of law, and enforces state and local laws. Performs administrative, technical and specialized assignments. Serves as the overall Chief of the Public Safety Department at all times.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    NOTE: Nevada Commission on Peace Officer Standards and Training (P.O.S.T. Certification: A valid copy of a Peace Officer Standards and Training (P.O.S.T.) Category I certification is required at time of application. Applications submitted without valid P.O.S.T. Category I certification will be considered as an incomplete application. Certificates may also send an emailed to cchrinfo@clarkcountynv.gov . The candidates name, recruitment title, and exam/job number must be listed in the email.
    This position is a management position and excluded from membership in the union.

    MINIMUM REQUIREMENTS

    Education and Experience: Bachelor's degree in security and management, corporate security, criminal justice, public administration, police science, law enforcement or a field related to the work AND five (5) years of full-time experience in a security related field, two (2) years of which were in a management capacity, preferably in a large public agency setting. Possession of an advanced degree in appropriate field is desirable. Equivalent combination of formal education and appropriate related experience may be considered.
    All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.     Working Conditions: Must carry a firearm and meet and maintain applicable certification. May work out of doors in all weather conditions and in potentially life-threatening situations.

    Licensing and Certification and other Requirements: Must possess a valid Nevada Class C driver's license at time of appointment. Must possess and maintain Nevada P.O.S.T. Category I certification at time of application, or the ability to obtain via reciprocity within 12 months of hire and maintenance thereafter.     In addition to the minimum requirements, per Nevada P.O.S.T. (NAC 289.110), no person may be appointed to perform the duties of a peace officer unless he or she:

    Out-of-State Candidates: Applicants with P.O.S.T. certifications outside the State of Nevada must provide documentation at time of application proving their certification meets Nevada P.O.S.T. Category I standards. Within one year of hire must complete requirements and receive Nevada P.O.S.T. Category I Certification.     Background Investigation: Employment is contingent upon successful completion of a background investigation. This background investigation may include a psychological and polygraph evaluation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Medical Examination: Employment is contingent upon the results of a physical examination performed by our examining physician.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Creates public safety standards, policies and procedures, action plans, and incident response plans to protect individuals and properties against threats or violence.
    • Coordinates the security of all county owned facilities, employees and customers.
    • Analyzes physical security and protective measures of County facilities.
    • Formulates solutions and implement appropriate processes to respond to threats and ongoing alerts.
    • Provides management direction and guidance to department directors in planning, organizing, coordinating and implementing public safety programs, policies, and procedures that affect assigned areas of responsibility.
    • Identifies, plans, organizes, administers, reviews and evaluates the activities and performance of staff directly and through subordinate supervisors.
    • Develops a variety training programs to meet needs of the office and staff.
    • Conducts training on physical security protocols and procedures.
    • Oversees all certified P.O.S.T. training courses.
    • Establishes, fosters, and maintains effective working relationships with federal, state and local law enforcement agencies, County staff, Boards and Commissions and the general public.
    • Participates in establishing the strategic direction for the Office in alignment with the Board of Commissioners strategic priorities.
    • Coordinates with the County Office of Communication and Strategy to provide adequate information to staff and the public as necessary and applicable using established protocols.
    • Participates in the development and administration of the annual budget for the Office.
    • Assists Deputy County Manager in the forecast of funds needed for staffing, equipment, and other applicable budget needs.
    • Manages and administers countywide contracts for equipment, outside security contracts.
    • Coordinates with technology staff and make recommendations on installation and operation of existing and proposed security systems including facility alarms, closed circuit televisions, intrusion alarms, backup electrical support, emergency notifications, access control, keys and badging, and card access control.
    • Oversees security incident response planning.
    • Acts as primary contact for security emergency issues such as disasters and provide contingency plans and back up plans for staff and County owned facilities.
    • Supervises and participates in investigations, interviews and interrogations.
    • Personally, conducts sensitive investigations.
    • Identifies and responds to employee and Commission security issues, concerns, and needs.
    • Analyzes security incidents and prepares reports indicating trends and suggest new methods to combat trends.
    • Interprets and applies regulations, codes, ordinances, County policies and procedures.


    PHYSICAL DEMANDS

    Mobility to work in a typical office or public safety setting, use standard office equipment, and to drive a motor vehicle or arrange for transportation in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, over the telephone or via virtual meetings.
