    THE POSITION

    The Health & Social Services Planning Analyst plays an integral role in helping the Department meet the goal of providing effective services in a timely and cost-efficient manner. In this role, you will perform professional level program planning and development work in support of departmental operations, programs and services. This will be accomplished by planning, developing, coordinating, monitoring, and evaluating various health and social services programs. The Health and Social Services Planning Analyst will research best practices, models being used to address community needs and revenue sources and perform feasibility studies relative to new or re-designed services.

    This class is allocated in multiple departments; the current vacancy is in the Department of Health and Social Services (H&SS).

    Under general direction, this position plans and consults on the design, development, and testing of complex business processes required for the Cal-OAR program in the Employment & Eligibility Services Division. This position is responsible for the development of multiple deliverables required by the state for the Cal-OAR program as well as collaboration with Welfare-to-Work stakeholders in the implementation of the initiatives outlined within the deliverables submitted.

    The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.

    EXPERIENCE AND EDUCATION REQUIREMENTS

    Experience: Three years of increasingly responsible experience in a professional-level analytical and/or project/program management capacity, preferably in a governmental agency.

    Education/Training: A bachelor's degree is required from an accredited college or university with a major in psychology, social work, health services administration, public or business administration or a related field; a master's degree in a related field is desirable.

    SPECIAL REQUIREMENTS
    • Driver's License: Possession of, or ability to obtain, a valid California Class C Driver’s License may be required at the time of appointment. Loss of the Class C Driver’s License is a cause for discipline. Individuals who do not meet this driver’s license requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

    SELECTION PROCESS

    VETERAN'S PREFERENCE POINTS

    To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE. Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.

    Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran’s preference points will only be added to passing scores in competitive open examinations.
