    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.

    Primary Duties and Responsibilities

    GENERAL PURPOSE: Under general supervision, performs a variety of technical, coordination, and inspection work involved in the enforcement of the City's Environmental ordinances relating to Stormwater, Solid Waste/Recycling and Air Quality.

    PRIMARY DUTIES AND RESPONSIBILITIES:

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    Employees of this class are expected to exercise considerable independent judgment, initiative, and technical skills and knowledge in the sampling, inspection and testing of wastewater discharges, asbestos containing building materials, air quality, soil sampling, various ground water quality sampling, various inspections of landfills for hazardous waste, banned materials and monitoring landfill operating record.

    • Serves as an in-house expert on the various city environmental ordinances, ensuring a solid proficiency in the requirements of the Code and providing enforcement action when required.
    • Conducts field inspections of solid waste containers in service for contamination and proper recycling practices; alleys, streets, residential properties, and commercial establishments, to ensure the proper collection and disposal of refuse, recyclables, non-acceptable items, and resolves other unsafe or unhealthy conditions.
    • Issues notices of compliance for violations of City environmental codes; follows up to ensure compliance with notices of violations and implements Standard Operating Procedures for collection of delinquent and unpaid balances.
    • Ensures environmental plans and permits (i.e. dust control, stormwater management, industrial pretreatment, air quality impact, etc.) are completed pursuant to the Code.
    • Responds to and resolves in person, telephonically and in writing inquiries and complaints concerning violations of City codes and ordinances; documents all complaints, inspections, and relevant issues.
    • Works with Maricopa County, Arizona Department of Environmental Quality, Environmental Protection Administration and other environmental agencies having jurisdiction in the city on the enforcement of standards and methods for reduction of pollution concerns for the city.
    • Develops and/or makes relevant revisions to the City of Buckeye Code and Standard Operating Procedures to improve and enhance the Environmental programs of the city.
    • Participates in “meet and greet” events to personally speak to residents of neighborhoods to inform them of planned neighborhood activities, for the purposes of pollution prevention with respect to the various environmental programs assigned.
    • Participates in the development and implementation of educational materials and programs relating to the various environmental programs used in community outreach, for the area assigned (industrial pretreatment, stormwater quality, air quality, solid waste/recycling, etc.) and assists the department in all areas of environmental compliance.
    • Participates in neighborhood enhancement initiatives by providing educational presentations at schools, neighborhood meetings, and special events.
    • Represents the Environmental Services Division at State, local, and community events and meetings when requested and coordinates with the various City Departments and Divisions to develop employee training and develop procedures for dust control and air quality improvement.
    • Conducts research and provides input for improvement of the environmental program assigned and enforcement of local, State, and Federal rules governing the environmental program assigned. Recommends relevant revisions to the Standard Operating Procedures to improve and enhance the environmental quality program.
    • Meets with businesses, Homeowners Associations, property owners and residents to ensure safe and proper environmental compliance; regulates commercial and residential pollution controls.
    • Prepares special reports and conducts surveys regarding the environmental program assigned; analyzes and studies environmental operations and prepares reports; prepares administrative reports regarding impact and cost analysis of various projects; creates and maintains various computer databases and programs.
    • Performs final walk-through/turn-over inspections for stormwater infrastructure.
    • Inspects public facilities, private businesses and construction sites to ensure compliance with the Code and State Law.
    • Responds to and resolves customer complaints and concerns by communicating with customers, performing field investigations, retrieving data, researching information, logging complaints, producing reports from information gathered and providing data for the website, reports and to customers.
    • Works cooperatively and jointly to provide quality seamless customer service.
    • Performs related duties as assigned or required.


    Minimum Qualifications & Position Requirements

    Education and Experience: Associate degree with major course work in chemistry, environmental sciences or environmental services OR completion of a two-year college program or formal apprenticeship and two (2) years compliance experience required; OR equivalent combination of education and experience. A Registered Sanitarian/Environmental Health Specialist or a bachelor’s degree in chemistry, environmental sciences or a related field is preferred.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • City policies and procedures.
    • Modern principles and practices of Landfill disposal Programs and Regulatory Compliance Programs.


    Skill in:
    • Assisting with the preparation and submittal of environmental permit applications as needed.
    • Assisting with the development and updates of emergency response and emergency operations plans, related to wastewater, air, solid waste/recycling and stormwater.

    Ability to:
    • Develop and implement environmental compliance and pollution prevention programs including, but not limited to wastewater, air, solid waste/recycling and stormwater.
    • Coordinate wastewater, air, solid waste/recycling and stormwater, noise, landfill operation records and other monitoring activities to assess environmental impacts and regulatory compliance status.
    • Compile routine reports and conduct quality assurance / quality control reviews of reports related to environmental issues; develop and update regulatory reporting forms as requirements change; assist with writing of annual reports for wastewater, air, solid waste/recycling and stormwater, noise, landfill, and other areas as necessary.
    • Maintain databases of wastewater, air, solid waste/recycling and stormwater, and other compliance reporting.
    • Coordinate with police, fire and environmental agencies on hazardous waste callouts; respond to customer inquiries and reports of potential environmental hazards as required.
    • Comprehend and make inferences from written material.
    • Use a personal computer and applicable software packages.
    • Learn new computer applications.
    • Perform physical and chemical tests for applicable parameters.
    • Use field kits to perform tests for physical and chemical parameters.
    • Use safety and personal protective equipment.
    • Create and maintain accurate documentation.


    12-Month Goals:
    • Obtain OSHA 40-hour HAZWOPER certification
    • Learn the pertinent aspects of APWA accreditation pertaining to the Environmental Services Division operations
    • Become familiar with all City facilities and all subdivisions
    • Complete mandatory safety training
    • Learn the Cartegraph system
    • Demonstrate mastery of Sanitation Code


    Additional Information

    Special Requirements: Possession of a valid Arizona Driver's License. OSHA 40-hour hazardous waste certification within six (6) months, International Code Council (ICC), American Association of Code Enforcement (AACE) or other nationally recognized code enforcement certification required within eighteen (18) months of employment. Knowledge of modern principles and practices of Environmental Programs and Regulatory Compliance Programs.
    Physical Demands / Work Environment: On occasion heavy physical exertion is required. Work is frequently performed under adverse climatic conditions, in underground and other enclosed spaces, and may involve exposure to hazardous gases and chemicals including natural gas, sewer gases, chlorine, hazardous waste, and other toxic chemicals or infections materials.
