    Summary

    Minimum Starting Salary: $73,000.00 Annually - Depending on Qualifications
    This is an on-site position located in Waco, Texas.

    Minimum Qualifications
    Required:
    • Associate's Degree in GIS, Computer Science, Geography, Engineering, or a related field
    • 3 years Experience working with Esri GIS software, including enterprise geodatabases, spatial analysis, map production, and end-user support; or an equivalent combination of education and related GIS experience
    • Driver's License
    Preferred:
    • Experience with GPS data collection, field apps (e.g., ArcGIS Field Maps or Survey123), or integrating spatial data from field sources
    • Experience with Autodesk CAD software such as AutoCAD, Map3D, or Civil 3D
    • Experience with ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, Survey123, Field Maps, FME, SQL Server, and Python scripting

    Position Overview
    Under general supervision, this position supports the development, maintenance, and enhancement of the City's Enterprise Geographic Information System (GIS). Collaborates with team members and departments citywide to deliver innovative GIS solutions, ensure data accuracy and accessibility, and contribute to the successful planning, implementation, and support of enterprise GIS initiatives across departments. Responsibilities include support for the administration and maintenance of the enterprise geodatabase, spatial data analysis, map production, and the integration of GIS with enterprise applications to support informed, data-driven decision-making across the organization.

    Essential Functions
    • Maintains and updates GIS datasets within the enterprise geodatabase, ensuring spatial accuracy, attribute integrity, and adherence to City data standards.
    • Creates high-quality maps, dashboards, and other geospatial products to support planning, operations, and decision-making across City departments.
    • Performs spatial analysis to identify patterns, relationships, and trends in support of departmental and citywide initiatives.
    • Integrates, cleans, and maintains spatial and tabular data from internal and external sources, including GPS, field collection apps, and legacy formats.
    • Documents data maintenance procedures, metadata, and workflow processes in alignment with Enterprise GIS standards.
    • Participates in quality control and data validation efforts to maintain enterprise data integrity and usability.
    • Runs prebuilt geoprocessing tools, models, and scripts to support routine data updates, reporting, and spatial analysis tasks.
    • Responds to GIS data, mapping, and analysis requests from City departments, ensuring accurate and timely delivery of products and services.
    • Provides user support and guidance for GIS-related tasks, tools, and applications; assists with access to geospatial data and resources.
    • Engages in team meetings, GIS user groups, and ongoing professional development activities to build GIS expertise and contribute to departmental growth.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
