    Provides executive direction to the financial departments within Metro.

    This executive-level position is responsible for leading Metro’s financial planning, budgeting, and forecasting functions. The incumbent will provide strategic guidance on financial analysis and deliver expert leadership across financial departments. Key responsibilities include managing and mentoring staff through recruitment, training, and performance evaluations, as well as fostering collaboration across functional areas. The ideal candidate will demonstrate the ability to drive results in a complex, matrixed organization while building effective partnerships with internal and external stakeholders. Provides executive direction to the financial departments within Metro.

    Examples of Duties

    • Directs the overall programs/activities of Metro's financial services, including Budget, Treasury, Revenue, Controller's Office, Local Programming, TAP (Transit Access Pass), and the Office of the Chief Financial Officer (CFO)
    • Establishes goals and major priorities; facilitates and monitors progress
    • Utilizes technology to direct the development of strategies and resolutions for major financial services and the planning and budget cycle
    • Formulates policy recommendations for Metro's Board of Directors, attends board meetings, and presents reports to the Metro Board
    • Works with federal, state, and local governments and policy makers from outside agencies to secure program support and funding and create partnerships
    • Represents Metro at meetings and conferences with public agencies, the private sector, public and corporate officials, and the general public
    • Directs the conduct of studies, investigations, processes, and analyses; presents oral and written reports of findings and recommendations to CEO (Chief Executive Officer)
    • Chairs and serves as a member of inter-departmental and inter-agency committees
    • Reviews unit performance against goals and takes necessary management actions to address deviations
    • Oversees and reviews funding applications for various programs
    • Utilizes technology to lead the development of capital and operating budgets and monitors adherence to policies and procedures Maintains and updates long-range staffing plans, resource needs, and contingencies to support Metro projects
    • Supervises, trains, mentors, and motivates assigned staff
    • Maintains, supports, and promotes a safe work environment while complying with all of Metro's safety rules, policies, and procedures; communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business, Finance, Economics, Accounting, or a related field; Master's Degree in Business, Public Administration, or a related field preferred

    Experience
    • Eight years of relevant senior management-level experience in financial services, administration, treasury, and/or related field

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

    • Experience developing and managing large-scale operational budgets, including monitoring expenditures, identifying cost-saving opportunities, and quantifying financial impact to support fiscal sustainability


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and best practices of program areas related to financial services for a large public agency, including Budget, Accounting, Treasury, Fare Collection System and Methodology, Revenue, and Local Government Subsidy
    • Theories, principles, and best practices of capital and operating budgeting, public finance, generally accepted accounting principles (GAAP), financial controls and financial information systems, and investment management
    • Financial modeling, forecasting/estimating, research, and analysis
    • Administrative methods, including goal setting, program and budget development and implementation, forecasting, and funding sources
    • Social, political, and environmental issues influencing transportation programs
    • Applicable local, state, and federal laws, rules, and regulations
    • Modern management theory

    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Planning, organizing, and controlling the integrated work of a multi-tiered organizational unit responsible for providing financial services
    • Developing and implementing objectives, policies, procedures, work standards, and internal controls
    • Determining strategies to achieve goals
    • Analyzing situations, identifying problems, implementing solutions, and evaluating outcomes
    • Exercising sound judgment and creativity in making decisions
    • Communicating effectively orally and in writing
    • Preparing complex comprehensive reports and correspondence
    • Interacting professionally with various levels of Metro employees, outside representatives, and public officials
    • Supervising, training, mentoring, and motivating a diversified assigned staff

    Medical/Dental/Vision Plan- Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
