    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Mental Health is seeking qualified candidates to fill emergency Senior Operating Systems Analyst vacancies related to the homelessness crisis.
    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Senior Operating Systems Analyst.

    DEFINITION:
    Under direction, supports complex operating systems and associated software and hardware on midrange servers or mainframes hosting critical applications in a high-availability environment. These environments require formal change management and problem resolution procedures, highly fault tolerant configurations, and comprehensive back-up and recovery solutions.

    Essential Job Functions

    • Responsible for the infrastructure architecture, design, management of one or more state-of-the-art, enterprise class technologies: operating systems, network, storage, server, application server, database, or security.
    • Installs, configures, maintains, and upgrades operating systems
    • Provides direction to lower level Operating Systems Analysts and Network Systems Administrator
    • Uses network monitoring and management software to monitor system availability and performance and initiate corrective action
    • Installs, services, and moves servers, networking devices, storage devices, and related equipment
    • Provides technical consulting on long-range information systems planning and business continuity planning
    • Assists in design and selection of disaster recovery solutions and leads implementation in a specific area of responsibility
    • Leads the development of department-wide policies, procedures and documentation to improve overall server, disaster recovery and business continuity management
    • Establishes quality assurance procedures and leads the development and maintenance of system documentation and operational procedures
    • Creates and maintains complex custom scripts to improve server operation, application operation, and automation
    • Performs risk assessment and impact analysis of vendor-provided patches and upgrades and recommends implementation accordingly
    • Provides Tier-3 technical leadership or supervision and participates in the work of a team of system analysts and system engineers engaged in the installation, configuration, maintenance, and upgrades of hardware, operating systems, and associated system firmware and software
    • Installs, configures and supports network equipment including routers, proxy servers, switches, WAN accelerators, VLANs, VoIP, DNS and DHCP
    • Participates in research, evaluation, and integration of new network and telecommunication technologies, including wireless
    • Leads network and operation projects or goals that are needed to be completed by the department.
    • Serves as the technical expert for SDN, SAN and virtualization infrastructure.


    Requirements

    SELECTION REQUIREMENTS:
    Option I: Graduation from an accredited college or university with a bachelor's degree* in Computer Science, Information Systems, or a closely related field, and two (2) years of recent**, full-time, paid experience in a centralized Information Technology organization*** configuring, analyzing, and maintaining complex systems, including configuring, planning, coordinating and implementing releases, upgrades, or changes to operating systems, servers, managed switches and related software, one year of which must be in a midrange or mainframe environment with formal change management, problem resolution procedures, and back-up and recovery plans. -OR-

    Option II: Three (3) years of recent**, full-time, paid experience in a centralized information technology organization***configuring, analyzing, and maintaining complex systems, including configuring, planning, coordinating and implementing releases, upgrades, or changes to operating systems, servers, managed switches and related software, two years of which must be in a midrange or mainframe environment with formal change management, problem resolution procedures, and back-up and recovery plans.

    LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
    PHYSICAL CLASS 2- This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    ***A centralized Information Technology organization, is defined as, under the direction or guidance of the coordinated executive command structure for the department or major organizational unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organizational unit.
