    INFORMATION TECHNOLOGIST II

    OPEN TO THE PUBLIC

    This recruitment will establish an open eligible list that will be used to fill current and future Information Technologist II positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    AUDITOR-CONTROLLER
    The mission of the Auditor-Controller’s office is to promote public oversight, provide accountability, and support financial decision-making for the County.     THE OPPORTUNITY
    The Auditor-Controller’s office has an exciting opportunity for a detail-oriented, technically-skilled specialist experienced in deploying enterprise server systems. The individual will work as part of a team to administer an enterprise system consisting of networks, SANs, servers, desktops, peripherals, and user applications. Responsibilities include planning and implementing hardware/software upgrades, patches, security measures, and backup processes. The position requires installing, configuring, and managing commercial and custom applications as well as the monitoring of system performance and capacity to ensure optimal resource utilization. The successful candidate will be involved in providing professional customer support, analyzing business requirements, and recommending technology solutions to enhance operations. Key tasks include implementing data and network security, configuring network communication devices, and performing quality assurance through testing and troubleshooting.

    Additional duties include coordinating with vendors, managing network shares and devices, preparing reports, and participating in committees or training sessions. There may also be involvement in database administration, LAN/WAN monitoring, and conducting user training.

    Strong technical and analytical skills are essential to supporting smooth system integration and functionality while ensuring security, efficiency, and compliance across all assigned responsibilities including servers, desktops, surveillance cameras, and various security tools at Orange County Auditor-Controller. The servers are Microsoft Hyper-V and other physical such as Hyper-V hosts, Stand Alone servers. The agency is also managing our iPro surveillance camera system.

    The duties and responsibilities will include but not limited to the following:
    • Manages physical and virtual servers, coordinates with clients to define needs, design systems, specifies network requirements, create proposals and supervises vendor installations and maintenance
    • Manages server environments, monitoring for high uptime and efficiency, conducts storage capacity planning and upgrades, implements hardware / software upgrade, patches, security and backup/recovery
    • Configures and administers diverse system components, network controllers and panels, smart card encryption, surveillance cameras, desktop and end-user support, and related security hardware
    • Conducts monthly health check on building systems, ensuring operational efficiency, performs updates, repairs, changes and training as required.
    • Conducts quarterly system audits to maintain up-to-date firmware/software, ensuring system security and integrity, applies updates as required
    • Conducts quarterly audits, ensures agency user credentials for physical security systems are current, adjusting role base access as needed and conducts user training sessions.


    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal incumbent will possess two years performing systems analysis, maintenance, and administration for SAN Storage, Fiber Switches, which includes configuring, maintaining, and monitoring high-speed storage solutions, Microsoft Windows Server 2012/2016/2022, AND Windows 11 Desktop/Laptop experience. Experience with Windows 2025 is a plus.

    College level education or training directly related to the competencies and attributes required of the position may be substituted for up to one year of the required experience at the rate of three semester units or the equivalent, equaling one month of experience and one hour of training equaling one hour of experience.In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

    TECHNICAL EXPERTISE
    • Developing detailed physical and virtual system specifications and supporting documentation of technology requirements, including network design, firewall requirements, server and storage infrastructure, and application requirements.
    • Configuring and administering SAN, NAS, Windows, Virtualization, Load Balancing, and Mobile Device Management
    • Analyzing, developing and administering enterprise software systems to secure system environments.
    • Configuring and administering various monitoring tools, such as LAN Sweeper, Frameflow, Netwrix AD audit, Exchange O365, Admin, Zscaler, Falcon CrowStrike, and other related tools
    • Administering Windows server and workstation operating system dependencies, application user permissions, and privileged groups.
    • Working with the systems development life cycle to plan, create, test, and deploy technology systems.
    • Administering Microsoft SQL Server, including user access permissions and privileges, archiving, backup, and recovery, understanding triggers, and preparing views to generate record sets and reports.
    • Designing and developing specifications per project requirements.
    • Experience with project management, including overseeing contract provisions and vendor performance.
    • Experience in installing, configuring, and maintaining printers and multifunction devices.
    • Experience in troubleshooting connectivity, hardware, and software issues, optimizing performance, ensuring network integration, and escalating unresolved problems to vendors.
    • Experience in providing technical support to end-users, resolving hardware and software issues, and ensuring smooth functionality of workstations and peripherals.
    • Experience in configuring and maintaining the organization’s wireless network infrastructure. Work with vendors to troubleshoot connectivity and security protocols and resolve issues to ensure efficient data flow across local and wide-area networks.

    ANALYSIS AND PROBLEM SOLVING
    • Recognizing application problems, system/network-related issues, analyzes system error logs and recommends solutions to address or prevent the issue.
    • Interpreting, comprehending and applying the specific needs and requirements for each project.
    • Monitoring and maintaining the system health of the database and application servers.

    PLANNING AND ORGANIZATION
    • Organizing communication plans with project stakeholders at all levels.
    • Working independently to plan, organize, prioritize, and process work to meet projected deadlines.
    • Exercising thoroughness, accuracy, and attention to detail in the tasks and processes performed.
    • Strategizing long-term technology solutions.

    WRITTEN AND VERBAL COMMUNICATION SKILLS
    • Documenting technology systems and procedures, system architecture and parameters, database design and network topology.
    • Presenting recommendations in a clear, logical and concise manner.
    • Preparing user manuals to communicate the functions of application software and technical processes and conducts user and/or peer training to provide technical information on system functions.

    RECRUITMENT PROCESS

Only the most successful candidates will be placed on the eligible list.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

    Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
