    Minimum Starting Salary: $23.8691 - $29.5622

    The City of Waco Seeks
    The City of Waco is seeking a detail-oriented and experienced Senior Environmental Inspector to ensure compliance with environmental regulations across our operations.

    Minimum Qualifications
    • Associate’s Degree in Health, Safety, Science, or a related field and 5 years’ experience in sample collection, compliance, or industrial process required; or an equivalent combination education and experience.
    • Texas Driver’s License required
    • Class II Collections License upon hire required or Class C Wastewater Operator License required.
    • Additional technical training or certifications may be required.
    • Additional certifications in pretreatment, stormwater, or environmental compliance upon preferred.

    Position Overview

    The Senior Environmental Inspector serves as a lead field position within the City of Waco’s Pretreatment or FOG Program, responsible for performing advanced inspections, investigations, and enforcement activities to ensure compliance with local, state, and federal regulations. Working under the direction of the Pretreatment Compliance Supervisor, this position provides technical guidance to other inspectors; reviews complex sampling data, construction plans, and reports; and plays a key role in identifying violations, developing enforcement response and protecting the City’s wastewater collection and treatment systems.

    Essential Functions
    • Protects the environment and health of the community by regulating industrial/commercial sources, performing environmental inspections, identifying businesses that fall under the pretreatment program, conducting investigations and discrete monitoring to detect pollution of the local environment, gathering information from internal and external customers regarding illicit dumping, polluting, suspect discharges to the wastewater collection system.
    • Leads or independently conducts advanced environmental inspections, complex investigations, and enforcement activities involving industrial and commercial sources.
    • Reviews complex technical reports, permit applications, sampling data, and engineering plans for regulatory compliance and completeness.
    • Coordinates with internal and external stakeholders to resolve significant or repeat compliance issues and recommends appropriate enforcement strategies.
    • Ensure accurate application of analytical methods, sampling protocols, and compliance with the regulatory requirements under the City’s approved Pretreatment and environmental programs.
    • Serves as a technical resource and mentor for Environmental Inspectors; provide field guidance, quality control, and review inspection reports and permit drafts.
    • Facilitates resolution of compliance issues, apply and enforce statues, regulations, ordinances and policies governing the Control Authority’s approved programs.
    • Demonstrates courteous and cooperative behavior when interacting with resident, visitors and staff; maintain confidentiality of work-related issues; perform other duties as required or assigned.
    • Participates in the development and revision of Inspection protocols, enforcement policies, and public outreach materials.
    • Supports public outreach and educational initiatives, occasionally serving as a subject matter expert in presentations or meetings.
    • Responds to emergency and disaster response calls.
    • Performs other related duties as assigned.
    • Complies with all policies and standards.
    • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff; maintains confidentiality of work-related issues and City information

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
