Multimedia Specialist plays a pivotal role in creating and executing dynamic, visually compelling content for the municipality’s marketing and communication campaigns. This position will combine various media, including video production, graphic design, , animation, photography, and digital editing to support the municipality's communication and marketing strategies. The ideal candidate will possess a strong technical proficiency in a range of media production tools and have a creative mindset to enhance the visual identity of the municipality and tell Grand Prairie’s story through diverse platforms, including GPTV - the City’s municipal television network. Represents the department and collaborates frequently with City leadership to support City Council goals.
Essential Job FunctionsMedia Relations: Develops and maintains effective relationships with local and regional media outlets. Independently researches, writes, and edits press releases and media advisories. Responsible for sending press releases, including event calendars and relevant updates, to targeted media groups and organizations. Responds to media inquiries in a timely and professional manner, ensuring accurate and compelling messaging. Prepares comprehensive media kits and assists in organizing and coordinating press conferences, media events, City leadership talking points, and interviews. Writes media content to engage the community and respond to emerging issues or events.
Social media: Designs and produces visually engaging and interactive content across various social media platforms, including but not limited to Facebook, Twitter, Instagram, and LinkedIn. Utilizes creative tools such as Adobe Creative Cloud, Canva, and other industry-standard software to create graphics, videos, and written content that aligns with the municipality's brand and marketing goals. Tracks and analyzes social media performance metrics, adjusting strategies to optimize engagement and reach. Collaborates with team members to proactively monitor social media pages, respond to public inquiries, and foster positive online relationships. Maintains a strong understanding of emerging social media trends, tools, and best practices.
Collateral:Creates a diverse range of marketing materials to promote municipal programs, services, and initiatives. Designs and produces high-quality brochures, fliers, newsletters, signage, and direct mail publications tailored to target audiences. Works collaboratively with internal teams to update and maintain content on the municipality’s website, ensuring it is current, relevant, and visually appealing. Ensures all collateral materials adhere to established brand guidelines and messaging strategies.
Events: Coordinates and assists with the planning and execution of various events, including press conferences, town hall meetings, groundbreaking ceremonies, and community receptions. Oversee event logistics, such as coordinating venue setup, multimedia equipment, and creating visual elements for event materials. Works closely with department leaders and external vendors to ensure seamless event execution. Provides on-site support for audiovisual equipment, photography, and video coverage of events. Supports promotion of City events. May include after-hours support.
Communications: Manages and executes multiple communication channels, ensuring information is effectively disseminated across a variety of platforms. Creates, writes, designs, and distributes newsletters, direct mail pieces, event invitations, surveys, and other communications materials. Ensuring all printed materials, digital communications, and online content reflect the municipality's mission, objectives, and branding. Works with cross-functional teams to ensure communications are timely, relevant, and impactful to the target audience.
Advertising: Supports the creation, design, and placement of advertising materials to promote municipal services and programs. Develops creative advertising concepts for multiple media platforms, including print, digital, radio, television, and outdoor advertisements. Collaborates with marketing and communications teams to ensure ads align with overall messaging strategies and target specific audience demographics. Assists in managing the advertising budget, ensuring expenditure remains within allocated limits while maximizing the effectiveness of each ad placement.
Marketing Plans: Participates in the research, development, and execution of marketing plans and campaigns. Writes detailed proposals, strategies, and content calendars for marketing initiatives. Works with senior marketing staff to track project timelines, budgets, and key performance indicators (KPIs) to ensure successful campaign execution. Analyzes the performance of completed campaigns and makes recommendations for improvements. Ensure all marketing activities are completed within the allocated budget and timeframe while meeting or exceeding the set goals.
Crisis Communications: Supports City Public Information Officers during emergency activations and training.
Other Duties as Assigned:Takes on additional responsibilities as required by the supervisor or department manager. This may include assisting with special projects, participating in cross-departmental initiatives, working outside of normal working hours, or taking on temporary assignments to support broader marketing and communication goals.

.Minimum QualificationsEducation: Bachelor’s degree in communications, Marketing, Graphic Design, Multimedia Arts, or a related field.
Experience: 2-4 years of experience in multimedia design, communications, marketing, or a related role. Work requires broad knowledge in video production.
Qualifications: Strong portfolio showcasing a variety of multimedia work, including video production, graphic design, photography, and animation.
Skills & Competencies:
- Live broadcast and event production.
- Proficiency operating audio boards and video switchers.
- Proficiency with design and video editing software (Adobe Creative Suite, Final Cut Pro, Premiere Pro, After Effects, Canva, etc.).
- Experience in web design, content management systems, and social media platforms.
- Strong photography and video shooting skills, including familiarity with DSLR and mirrorless cameras.
- Basic knowledge of motion graphics and animation techniques.
- Excellent attention to detail, organization, and time management skills.
- Strong communication, interpersonal, and collaboration skills. Ability to build rapport and communicate effectively with executive leadership, community stakeholders and elected officials.
- Bilingual in Spanish preferred.
Technical Knowledge :
- Familiarity with video production workflows, audio editing and color correction.
- Experience working with media storage solutions and file management.
- Ability to adapt to emerging media technologies and software updates.
- Demonstrated ability to identify and help resolve technical issues related to video production equipment, live broadcast systems, audio/video signal flow, and editing software. Must be able to respond quickly to technical obstacles in both studio and field environments to ensure uninterrupted production and broadcast quality.
