    *This posting is for two vacancies within the Protective Health Services Department.

    Position Summary

    Positions in this job family are assigned responsibilities involving the participation in planning, coordinating and evaluating the development and implementation of improved personal or environmental health services statewide. Health Planning Specialists are responsible for reviewing applications submitted to the Department from individuals and/or entities who desire to own, operate, manage and/or provide services concerning the environmental health and/or health care to individuals in the state of Oklahoma, and to ensure the applicant meets the requirements and is compliant with local, state and federal laws.

    Position Responsibilities /Essential Functions
    • One position will share their efforts between two critical programs: the Oklahoma National Background Check Program (ONBCP) and the Jail Inspection Program. Duties include processing jail inspections, complaints and investigations, processing and mailing official letters, speaking with stakeholders, and maintaining both electronic and physical files for compliance and documentation.
    • One position will be assigned to the Long-Term Care Administrator Licensing Program. Duties include processing applications, complaints and investigations, assisting in training and testing applicants for licensure, mailing official letters, speaking with stakeholders, and maintaining both electronic and physical files for compliance and documentation.
    • Organizes and writes recommendations and health policies for consideration by policy making officials and councils.
    • Maintains records on one or more planning or regulatory elements; prepares or assists in the preparation of special reports and in the selection of samples for evaluation purposes.
    • Discusses and prepares Departmental data on program topics, issues and problems with education at the state and local levels of government in order to gain information necessary for recommending a plan of action in such fields.
    • Makes comparisons of alternative plans and programs including the review of projects for Certificates of Need.
    • Upholds the missions, goals, objectives, criteria, standards and evaluations, for comprehensive public health systems.
    • Explores and defines health problems, their causes and related factors related to the Departments regulatory role.
    • Serves as staff resource to upper management and advisory boards, councils, and committees as assigned.
    • Responsible for verifying and confirming credentials, for environmental health and health care professionals licensed by the Agency.
    • Maintain, update, complete, verify and perform data entry on demographic information regarding individuals and facilities within a complex state licensure and federal data systems.
    • Provides technical and consultative services to internal customers such as program staff, nursing staff, architectural staff, agency attorneys, accounting staff, peers, administrative support staff and daily contact with individual customers in person and/ or over the phone.
    • Provide guidance to the appropriate program staff on new and updated facilities pursuant to applicable law and rule.
    • Review and process documentation related to inspections.
    • Review correspondence that does not have a deadline set in rule or regulation and prepare responses by use of guidelines established for writing and formatting correspondence within a timeframe required by the service area.
    • Review and process applications for certification and licensing as required by the service area.
    • Construct letters for correspondence with individuals and facilities per policy and procedure.
    • Assist in data and information collection for professional presentations and reports.
    • Serve as the subject matter expert and provide training to newly hired staff on administrative duties pursuant to the Standard Operating Procedures (SOP) of the service area.
    • Responsible for the review, edit, and update of Oklahoma Administrative Codes (OAC) rules concerning facility licensure.
    • Develops and maintains positive working relationships with internal and external stakeholders.
    • Cross training to ensure service area support and department needs.
    • Being present at the office is an essential function of the job.
    • Other duties as assigned.

    Education and Experience

    This is the basic level where incumbents collect or assemble data for use in a comprehensive program and assists other planning specialists on various projects or may work independently.

    Education and Experience requirements at this level consist of an associate’s degree plus two years of professional experience in a social science, business or public administration, health care administration, health planning or statistics; or an equivalent combination of education and experience, substituting one year of professional experience in one of the above fields for each thirty semester hours of the required education.

    Valued Knowledge, Skills and Abilities

    Knowledge, Skills and Abilities required at this level include knowledge of federal and state laws and administrative regulations pertaining to comprehensive health planning; of standard social science statistical and research methods; of common planning techniques; and of socioeconomic factors affecting the development of health trade areas and health service systems. Ability is required to explain health care system operations, both orally and in writing; and to recognize health care organization’s interests.

    Physical Demands and Work Environment

    Work is typically performed within a climate-controlled setting with exposure to moderate noise level. This position is set in an office environment. While performing the duties of the job, employees are frequently required to stand, walk, lift, and reach. Employee must be willing to perform all job-related travel associated with this position. The official duty station for this position is located at OSDH Central Office in Oklahoma City, Oklahoma.
