Position DutiesSan José Mineta International Airport is hiring for the position of Administrative Officer, serving as the Airport’s Senior Finance Manager. This critical leadership role provides high-level financial and administrative support to the Airport Department, with responsibilities spanning the management of the department’s operating and capital budgets, performance benchmarking, statistical analysis, insurance claims and administration, and revenue and consulting contract oversight. The Senior Finance Manager reports directly to the Deputy Director of Aviation for Finance and Administration and is responsible for leading one of three key sections within the Finance and Administration Division.
The Senior Finance Manager oversees the Budget and Administration Section, managing a team that includes three Senior Analysts, two Analysts, and one Staff Specialist. In addition to direct supervision, the position also provides training, guidance, and performance feedback to seven additional senior and financial analysts across other divisions within the Airport. This individual plays a critical role in ensuring that financial services and support are delivered with exceptional quality to internal departments, Airport tenants, the traveling public, and other City staff.
The Senior Finance Manager role demands a high level of strategic planning in the management of a $194 million operating budget and a $500 million capital improvement program. It also involves overseeing more than 200 tenant revenue and consultant agreements, along with various core administrative responsibilities. The Senior Finance Manager serves as a key advisor to Airport senior staff and employees at all levels, providing fiscal guidance, data analysis, and insight on best practices and operational efficiencies. The position also works closely with several City offices, including the City Manager’s Budget Office, City Attorney’s Office, Risk Management, and the City Clerk’s Office.
The ideal candidate will possess outstanding communication and interpersonal skills, strong analytical and critical thinking abilities, and a dedication to high-quality customer service. The role requires the ability to manage multiple projects simultaneously in a fast-paced, resource-constrained environment. Significant budget experience is essential, as is the ability to lead efforts in improving service delivery and achieving strategic financial goals. While the position focuses on long-term planning and vision, the successful candidate must also be agile and responsive to immediate operational challenges. Professionalism, integrity, and adherence to the highest ethical standards are fundamental expectations for this role.
The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.
The
Administrative Officer salary range is $125,667.36 - $191,886.24 annually.

Required Licensing Possession of a valid driver's license authorizing operation of a motor vehicle in California.
